Cordaid Ethiopia is seeking qualified professional  Project Officer

Purpose of the position

The Project Officer will have responsibility for the overall implementation, technical leadership, management and delivery of expected results of PfR-II project in ‘Building Resilience of Vulnerable Communities in Drought-prone areas of Liben and Dhaawe Zones, Somali Region, through promotion of Integrated Risk Management (Disaster Risk Reduction, Climate Change Adaptation and Ecosystem Management and Restoration) project in 4 woredas: Dhekasuftu, Dolo-Ado, Mubarak and Moyale.

Responsibilities and Accountability

Program Implementation and Management

  • In consultation with the PfR Program Officer, leads the implementation of Integrated Risk Management (IRM) activities planned under PfR in Somali Regional State;
  • Coordinates the regional level research and evidence generation activities for IRM policy dialogues;
  • Engages communities, government partners and partner organizations staffs to deliver quality IRM intervention and provides accompaniment services and gives direction to consortium staffs in the project woredas;
  • Supports the PfR Program Officer in the capacity building interventions of the PfR project at regional, zonal and woreda levels;
  • Supports the PfR Program Officer in organizing high level policy dialogues, conferences, panel discussions and workshops;
  • Identifies need for technical support to sector offices, CBOs by translating IRM principles into practices through mainstreaming in their regular plans and interventions;
  • Conducts community awareness raising on ‘Community managed DRR concepts and the link between eco-system management and climate change to DRR; and
  • Supports the PfR Program Officer by conducting in capacity building and policy dialogue interventions of the PFR project at regional, zonal and woreda levels. Involve in the identification of the need for technical support to different stakeholders.

Coordination & Promoting Quality of Work

  • Coordinates with the regional, zonal and woreda sectoral in all events and processes   relevant   to the project Coordinates with the regional, zonal and woreda sectoral offices; Attends regular DRR task force meetings; and participates in woreda level regular and emergency need assessment missions;
  • Accompanying and giving direction to the DRR committees and CBO/CSOs to improve performance, achieve intended results and ensure sustainability of the interventions;
  • Monitors the quality of the work and results, analyzes findings and formulates conclusions, discussion points and recommendations;
  • Ensures agreed action points of meetings, dialogues and conferences are properly implemented by the parties;
  • Coordinates with NGOs and UN agencies working in the intervention areas; and
  • Ensures complementarity and integration of all CORDAID projects in the region

Project  Monitoring and Reporting

 Monitors progress of PfR Implementation by partners;

  • Monitors the progress and achievements of the project DRR/IRM interventions, analyzes findings and formulates conclusions, discussion points and recommendations for all consortium partner organization;
  • Collects information on project interventions and reports about the results and possible deviations following required reporting standards and provides solutions to minimize impact of deviations.

Documentation 

  • Documents good practices of Integrated Risk management and resilience building in the in the PfR project areas; and
  • Engages in collection of IRM related issues for dialogue and capacity building.

Networking and Programme Support 

  • Establishes and strengthen Networking and collaboration between CORDAID and Other likeminded institutions and organizations for mutual learning, joint policy engagement, coordination and synergy between interventions;
  • Supports efforts of the country office in raising additional funds from donors through providing primary data and information useful for proposal development;
  • Represents CORDAID Ethiopia at regional level; and
  • Backstopping of other programme staff where necessary.

Job Requirements

Knowledge, Skills, and Experiences

  • Understanding of multi-sectoral and multi-agency approaches
  • University Degree or higher in Disaster Risk Management, Natural Resource Management, Livestock management, Sociology, Social works, Management and Economics;
  • Minimum of 5 years of experience working in INGOs with similar responsibilities;
  • Good experience and knowledge in programing, implementation, M&E and DRR/resilience building/livelihoods/food security projects or programs;
  • Exposure and experience in health/SRHR projects and programs focusing on Nutrition, Basic health care /services; and

Specific Skills

Proactive, friendly, cooperative, and contributing to team success;

Able to set priorities and work independently;

  • Comfortable working with diverse people :
  • Ability to communicate effectively and demonstrate sensitivity to others;
  • Very good written and spoken English language (Mandatory); and
  • Excellent written and spoken Somali language (Mandatory).

Cordaid is the Catholic Organisation for Relief and Development Aid (CORDAID). It is one of the biggest international development organizations, with a network of around a thousand partner organisations in 36 countries in Africa, Asia and Latin America, and has a disposable annual budget of around 170 million euros (2006).

 Cordaid directly employs 400 people, amongst them 300 are based in the Netherlands and the rest are stationed all over the world (2010). Cordaid is also known under the names of the funds it manages: Cordaid Memisa, Cordaid Mensen in Nood (People in Need), Cordaid Bond Zonder Naam (Association Without Name), Cordaid Kinderstem (Children's Voice).

Cordaid was founded in 1999 in The Hague, with the aim of helping people in distress and fighting structural poverty. It is a merge of three Dutch Catholic development organisations: Memisa Medicus Mundi (created in 1925), Mensen in Nood (People in Need, created in 1914) and Lenten Campaign/Bilance. The history of these organisations goes back to the beginning of the 20th century when the organisations were active in the area of shelter and (missionary) care for refugees, providing direct aid in the event of disasters, medical care and direct improvement of social and economic position of poor people.

The merge allowed the newly created NGO to benefit from broader resources, rationalised management and organisation and aimed at coordinating actions and projects. Each organisation became a fund with Kinderstem (Children's voice) being part of Mensen in Nood, until October 2004, when Cordaid's General Assembly voted the creation of a separate fund focusing on aid to children living in slums. Cordaid Microcredit was formed in October 2006, following the tenth anniversary of the microfinance activities. On 1 January 2007, the Dutch NGO Bond Zonder Naam (founded in 1938) joined Cordaid. Since 2012 the campaigning cooperation with the Lenten Campaign Foundation ('Vastenaktie') has ended.
