Context:

IOM’s Disengagement, Disassociation, Reintegration and Reconciliation (DDRR) programme is a key component of IOM’s peacebuilding and stabilization portfolio that aims to increase Somalia’s resilience to destabilizing conditions and build national capacity towards sustained peace. The programme aims to contribute to peace and improved security in Somalia through supporting the Federal Government of Somalia’s National Programme on the Treatment and Handling of Disengaged Combatants and Youth at Risk (National Programme).

In the absence of a peace agreement, and other preconditions usually required for traditional Disarmament, Demobilization and Reintegration (DDR) programming, IOM has been supporting the Federal Government of Somalia (FGS0 in its implementation of the National Programme through a four-pillared approach that reframes traditional DDR in terms of Disengagement, Disassociation, Reintegration and Reconciliation (DDRR). This context specific and context sensitive approach has been developed and implemented alongside local partners to include the national government and regional administrations, to create viable, reliable, gender-responsive, transparent and nationally owned legal and operational processes to support exit and reintegration pathways for former associates where sanctioned violent extremist groups are involved. In facilitating the reintegration of former associates within these new contexts, IOM works to address the drivers of conflict and building resilience at the individual and community levels.

Under the overall supervision of the Deputy Chief of Mission (DCoM) and under the direct supervision of the Programme Coordinator (DDRR), the successful candidate will be responsible for coordinating partnerships with Civils Society Organizations (CSOs) supporting community-based reintegration and reconciliation activities, and prevention activities, related to recruitment into violent extremism (PVE). S/he will also serve as the unit’s technical focal point on livelihoods/economic inclusion activities during rehabilitation and reintegration. S/he will also serve as a livelihoods/economic inclusion technical focal point for the IOM Somalia mission, assisting with project development and providing technical guidance as required.

S/he will support the Programme Coordinator and contribute to DDRR and related Youth at Risk (YAR) project activities and service development, project budget monitoring, internal and external reporting, government partnership and capacity building, and other project components.

To successfully fulfil her/his duties the selected candidate will work closely with the M&E team and other IOM technical leads (Women, Peace and Security; Gender-Based Violence; Case Management; Education, etc.) to facilitate linkages and the effective implementation of project activities in a manner that is gender responsive.

Core Functions / Responsibilities:

1.Community-Based Reintegration & Reconciliation

a) Supervise the implementation of community-based reintegration and reconciliation activities with the overall objective of reducing the likelihood of recidivism among disengaged combatants and women formerly associated with armed groups;

b) Analyze and synthesize best practices and lessons learned on reintegration and reconciliation of disengaged combatants and formerly associated women; use findings to provide technical inputs into adaptation of DDRR programming;

c) Coordinate assigned male and female CSO partnership(s), collaborating closely with staff and partners to ensure effective project implementation, including M&E and reporting;

d) Assist in streamlining the criteria, procedures, services, and M&E requirements across all assigned CSO partnerships for both men and women beneficiaries, while working closely with the Project Officer – Women Peace and Security to adhere to comprehensive gender-responsive approaches for the survivors of Conflict Related Sexual Violence (CRSV);

e) Contribute to building the technical capacity of civil society partner staff through training, technical guidance, and monitoring budget and implementation plans;

f) Support post-graduation monitoring and programme evaluation by contributing to M&E design and monitoring data collection by Civil Society Organizations (CSOs).

2.Livelihoods & Economic Inclusion

a) Provide technical support to livelihood teams with the implementation of business development, financial literacy, and technical and vocational education training during rehabilitation;

b) Draft economic reintegration and livelihoods sections of concept notes, project strategies, and proposals based on strategic DDRR priorities and activities;

c) Analyze and synthesize best practices, lessons learned, and comparative analysis on

economic reintegration of ex-combatants; provide technical inputs into planning, design, and implementation of economic reintegration components of projects.

3.Youth-at-risk (YAR) and Preventing Violent Extremism (PVE)

a) Support the day-to-day implementation of assigned IOM Somalia YAR and PVE Project(s) in a timely manner, including monitoring the administrative and budgetary aspects and burn rates of project(s) in line with IOM policies and practices, as well as other donor requirements;

b) Draft segments of concept notes, proposals and donor presentations to support resource mobilization;

c) Analyze and synthesize best practices, lessons learned, and comparative analysis on YAR and PVE;

d) Provide technical inputs into planning, design, and implementation of YAR and PVE projects; e) Provide technical inputs into monitoring and evaluation to facilitate accurate data collection measuring impact of new YAR and PVE programs.

4.Conduct field visits as required to provide information and support with respect to project management and internal procedures for implementation, monitoring and reporting, and draft comments on designated aspects of project progress as an input to programme monitoring.

5.Maintain relations with DDRR stakeholders, including government officials, UN counterparts and other key players to facilitate project implementation.

6.Draft assigned briefs, donor reports, presentations, and other project documents for subsequent internal and external consumption and project evaluation purposes.

7.Draft segments of concept notes, proposals and donor presentations to support resource mobilization.

8.Participate in relevant coordination forums at country level, Technical Working Group meetings, workshops, etc.

9.Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Law, Political or Social Studies, International Affairs or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience coordinating multiple projects simultaneously;

• Experience supporting project management with grants with high burn rates to include procurement and financial planning;

• Previous work experience in one or more of the following thematic areas a distinct advantage; DDRR, PVE, CVE, Stabilization, livelihoods;

• Experience implementing livelihoods and/or economic inclusion activities in fragile or developing contexts;

• Progressive responsible experience in the relevant fields;

• Experience in research, quantitative and qualitative methods;

• Previous work experience in conflict affected and/or fragile states;

• Experience working with various stakeholders including Federal and regional government as well as UN agencies, NGOs, and donors.

Skills

• Knowledge of Somalia, including socioeconomic and political context is an advantage;

• Knowledge of UN and bilateral donor programming;

• Excellent drafting and editing skills.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of Somali, French and/or Spanish is an advantage.
