Context:

The United States Agency for International Development (USAID)’s initiative, “Strengthening Community Resilience and Learning in Côte d’Ivoire’s Border Areas to Counter Violent Extremism (CVE)”, also known as Resilience for Peace (R4P), focuses on preventing the spill-over of VE from the Sahel into Côte d’Ivoire’s northern border areas. The main objectives of this programme are as follows: increase knowledge, learning, and understanding (KLU) of violent extremism (VE) in border communities; reduce socio-pol-economic marginalization and inequality in border areas; and increase positive narratives to counter radicalization and hate speech, particularly for youth women and girls in border areas’.

Under the overall supervision of the Chief of Mission (CoM) in Cote D’Ivoire and direct supervision of the Chief of Party (CoP), the successful candidate will provide technical and programmatic leadership to R4P activities aimed at building entrepreneurial knowledge, capacities, and skills of youth and women which will sustain the creation of bridging and bonding social capital, trusting transactional relationships, and collaborative engagement with government authorities.

Core Functions / Responsibilities:

  1. Support and advise the CoP and other project staff on Objective 2 (Reduce socio-political-economic marginalization and inequality in border areas) activities that contribute to the result (Result 2.4) of promoted innovative economic livelihood opportunities in northern border areas for youth and women.
  2. Provide technical input for the development, coordination, and implementation of complex and diverse sets of interventions to produce the Result 2.4 expected outcomes.
  3. Lead efforts to refine relevant activity methodologies and to provide training and technical assistance to staff and relevant stakeholders on their application.
  4. Contribute to quarterly programme reporting and ensure that other written products related to the relevant activities under Objective 2 are of high quality.
  5. Integrate “Collaborating, Learning, and Adapting” (CLA) and complexity-aware monitoring results into the Result 2.4 technical approach, ensuring that the technical team is continually learning and sharing lessons they have learned, and adapting project activities to these and other changes in the community-level context.
  6. Collaborate closely with the Monitoring and Evaluation (M&E), programme and grants, and finance and operations teams to ensure that Result 2.4. activities are informed by, and contribute to, other programmatic, M&E, financial and operational considerations.

Required Qualifications and Experience:

Education

• Master’s degree in International Relations, Economic Development, Business Administration, Behavioural Sciences, Social Sciences, International Development, or a related field from an accredited academic institution with five years of relevant professional experience, or;

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Minimum of five years relevant experience in managing project activities and providing strategic input and advice to relevant projects, including work on building entrepreneurial knowledge, capacities, and skills of youth and women and/or creating public-private partnerships;

• Experience with United States Agency for International Development (USAID) rules and regulations and experience working in an international Non-Governmental Organisation (NGO) environment highly desirable;

• Familiarity with integrating conflict sensitivity, gender equality and social inclusion, collaborating, learning, and adapting (CLA), countering and preventing violent extremism (P/CVE), and conflict management and mitigation approaches into project activities;

• Thorough knowledge of the United Nations Department of Safety and Security (UNDSS) protocols and experience working in a Phase III or above security environment; and

• Experience managing staff from diverse environments and backgrounds and in UNDSS phased security areas.

Skills

• Outstanding written, editorial, and verbal communication skills;

• Understanding of the political and social contexts in Côte d’Ivoire’s northern border areas;

• Strong supervisory and organizational skills; and

• Strong interpersonal, negotiating, decision making, and problem-solving skills.

Languages

IOM’s official languages are English, French and Spanish.

For this position, fluency in English and French is required (oral and written). Working knowledge of Spanish is an advantage.
