Context:

Labour Mobility and Human Development (LHD) programming at IOM Libya is implementing three key initiatives: Phases I and II of the Regional Development and Protection Programme North Africa – Development Pillar (RDPP NA DEV) and the LHD component of the ‘Protecting Vulnerable Migrants and Stabilizing Communities in Libya’ (EUTF) initiative.

Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the Programme Manager LHD, the successful candidate will be responsible for coordinating and implementing various activities under EU-funded LHD component of project “Protecting vulnerable migrants and stabilizing communities in Libya.

Core Functions / Responsibilities:

  1. Contribute to the development of, organize and facilitate capacity building initiatives for national stakeholders (governmental, private and Civil Society Organizations (CSOs)) on migration governance, labour migration management, ethical recruitment, migrant worker’s rights, migrant inclusion in the labour market, and social cohesion between migrants and communities.
  2. Contribute to research and provide support in managing consultancies for ongoing initiatives including labour market assessments, feasibility study on labour market information systems and development of the migration management manual and any other research conducted by the division.
  3. Coordinate implementation of grants in accordance with IOM’s standards, including monitoring and following up on timely completion, reporting, monitoring and evaluation.
  4. Draft, review and help finalize Implementing Partner (IPs) agreements in coordination with IOM’s Office of Legal Affairs (LEG) department.
  5. Maintain and/or help enhance technical partnerships with Civil Society Organizations (CSOs), International Organizations, Non-Governmental Organizations (NGOs) and other stakeholders to assist in promoting community economic development activities.
  6. Arrange and conduct training workshops to enhance the capacities of CSOs and organize working and training sessions for authorities and the private sector aiming at increasing awareness on the importance of involving migrant communities in the labour market.
  7. Support the facilitation of negotiations between Libya and Countries of Origin on concluding Memorandums of Understanding and Bilateral Labour Agreements to facilitate safe, orderly and regular migration and the provision of legal and policy advice wherever applicable.
  8. Keep abreast of labour market and migration trends within Libya and neighboring countries as well as key countries of origin to contribute to the development of a labour migration strategy for Libya and to propose new IOM interventions and project development.
  9. Participate in project reporting according to internal and donor requirements and ensure that project data and information is archived and shared appropriately.
  10. Facilitate the proper visibility of LHD project initiatives throughout project implementation periods, in coordination with the Programme Manager and the Communications Unit of IOM Libya.
  11. Supervise project support staff, prepare inputs for performance evaluations and assist in the resolution of team conflicts.
  12. Undertake duty travel relating to project activities, monitoring and liaison with counterparts.
  13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s Degree in Labour Law, Human Rights, International Relations, Social Sciences or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience in the development, planning and implementation of programmes/projects;

• Experience in conceptualizing, organizing and facilitating trainings in the thematic areas relevant to the LHD portfolio, inter alia negotiation and implementation of bilateral labour agreements, ethical recruitment required;

• Experience in project development, management, monitoring and evaluation in the international development/ humanitarian sector required;

• Experience in implementing and managing regional projects an advantage;

• Experience working in a multi-stakeholder environments or experience working with governments an advantage.

• Experience working in LHD programming an advantage.

• Experience in working in emergency settings an advantage

• Experience in technical legal research;

• Experience in research particularly in labour mobility and human rights an advantage; and,

• Legal expertise in drafting and negotiating agreements in the international development/ humanitarian sector including coordination of internal procedures of International Organizations required.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of Arabic is an advantage.
