Context:

Recognizing the vulnerabilities and needs of displaced populations in the region as well as the considerable strain and instability such flows can place on host communities throughout North Africa, this project aims to contribute to strengthening the resilience of displaced populations together with their host communities.

Under the overall supervision of the Chief of Mission (CoM) in Morocco, the direct supervision of the Programmes Officer, and in coordination with the Project Manager in Tunis. The successful candidate will be in charge of the follow up of the activities of the project “Community Resilience Initiative to Support the Regional Development and Protection Programme (RDPP) In North Africa”. S/he will be responsible and accountable for providing technical and administrative support to partners and the IOM team. The incumbent will also be required to provide assistance when interacting with external stakeholders.

Core Functions / Responsibilities:

  1. Provide support for the timely start-up of the various components of the project, including follow-up on logistical and administrative arrangements, provide the national project staff with relevant guidance and information in relation to the project’s practical activities design and implementation on the ground.
  2. Act as an information focal point for human rights, protection and resilience as a thematic area at IOM Morocco.
  3. Assist in monitoring specific aspects of project implementation, identifying problems and proposing action to expedite the delivery of inputs, as well as analyzing progress and implementation reports, and identifying and documenting significant project events, decisions, problems or deviations.
  4. Liaise and provide information regularly to the EU delegation in Morocco.
  5. Liaise, cooperate and coordinate with relevant stakeholders, such as national and local government counterparts, civil society groups, national and international organizations to exchange information on socio-economic developments, dialogue and social cohesion.
  6. Track and follow up on the implementation of the project in Morocco and participate in events with external stakeholders.
  7. Observe and participate in discussions/coordination meetings related to the project implementation and ensure sufficient information about the project is disseminated and coordinated with local and traditional representatives, as needed.
  8. Contribute to the development of new projects by selecting and summarizing background information, assessing the local context for the planning and administration of individual projects, and drafting segments of project proposals.
  9. Provide technical inputs for and monitor the submission of all project reports in accordance with IOM and donor formats, as well as draft regular updates, project summaries, press releases and other relevant information materials, according to the specific project needs.
  10. Assist in the liaison with IOM’s Regional Office in Brussels for all matters related to the European Commission.
  11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Sciences, Business Administration, Migration Studies, International Relations, Law or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience in the field of migration issues including operational and field experience, IOM/UN

project development, and management;

• Demonstrated expertise in the thematic area relevant to project development; Knowledge or experience of regional issues and/or EU reporting mechanisms an advantage;

• Experience in liaising with governmental authorities, other national/international institutions and

NGOs.

Languages

Fluency in English and French is required. Working knowledge of Arabic is an advantage.
