Job Title           : Project Officer-Natural Resource Management

Reporting to     : Programme Manager

Grade Level      : 12

Work Location : Tana River

Purpose of Position:

To plan, implement, monitor and document all the Natural Resource Management Project activities within the designated CAM project sites in Tana River County. Provide necessary technical support, related training, follow-up, and guidance to staff, farmers, youth and women groups under the project and provide feedback and reports to the Programme Manager and Cluster Manager including NO as when required.

Major Responsibilities:

Project Implementation & Monitoring (50%)

  • Responsible for the in the implementation of the all NRM, environment and climate change activities in the project
  • Train the partners, selected groups and community members on the various recommended focal areas (FMNR, Climate smart agriculture, tree growing, enrichment tree growing, soil and water conservation, advocacy and policy influence etc).
  • Contribute to effective and timely implementation of all NRM landscape level interventions and initiatives with communities and partners;
  • Provide supervision to Community Mobilizer(s) – and effectively manage performance – to ensure NRM project objectives are met
  • Ensure that all NRM initiatives within the projects area of influence meet or exceed planned outcomes and are implemented in full compliance with the projects guidelines;
  • Collaborate with Project manager, Project DM&E and other colleagues to effectively support the project to carry out all measurements baselines, assessments, designs, monitoring and evaluations – in accordance with WV established standards, policies and procedures
  • Monitor and support the timely and appropriate utilization of budgeted resources for all NRM related project interventions as well as ensure effective and timely response plans to all financial audit findings
  • Conduct on site ecosystem restoration trainings.
  • Organize and coordinate farmers ecosystem restoration and tree growing exposure tours
  • Support community/ Farmers Capacity building on alternative livelihood options.
  • Work with the NRM Coordinator to develop and provide appropriate reporting tools and templates to partner organizations; ensure reporting on NRM interventions is properly streamlined and integrated with the overall programme report.
  • Attend the regular weekly and monthly planning meetings as called upon.

Reporting and Documentation (25%)

  • Compile the necessary monthly, quarterly and annual reports for forwarding to the Project manager and NO
  • Attend the regular weekly and monthly planning meetings as called upon.
  • Develop context specific electronic and live media communications on ecosystem restoration and NRM activities.
  • Ensure the Project design document is updated as per DME standards.
  • Ensure project data is captured, validated and updated on approved programme M&E system.
  • Regularly document project success stories / innovation for sharing

Capacity Building (10%)

  • Work with stakeholders and partners to promote restoration to influence policy on complimentary activities
  • Build the capacity of stakeholders and farmers to enable them effectively intervene in NRM, environment and climate change.
  • Ensure integration of NRM interventions with other programme activities at project level
  • Work with the project team on developing community sensitization and information material, protocols and approaches for NRM interventions in their project contexts
  • Together with partners, the project team and stakeholders conduct regular reflection and learning events;
  • Support farmers NRM exposure tours across programme counties.

Advocacy, Engagement, Networking and Partnerships (10%)

  • Develop partnerships with Community, relevant Government authorities, research institutions and other stakeholders at the county level
  • Gather and provide quality feedback and data to be used to develop technical papers and recommendations on key issues for external engagement with decision makers.
  • Participate in the Annual County Government’s Planning and Budgeting process to influence environment, climate and NRM policy and planning for ecosystem restoration.
  • Support the programme to build partnerships with Community, relevant Government authorities, research institutions, media and other stakeholders on promoting sustainable NRM and landscape restoration.
  • Participate in Sector Technical Working groups and forums at county levels as will be appropriate.
  • Ensure that local level project stakeholders and partners are kept informed of all the Government laws and policies in respect to NRM and any changes to government laws, policies and budgets that may affect implementation.

Others (5%)

  • Support and coordinate other relevant initiatives by partners in the spirit of integration
  • Perform any other duties as assigned by supervisor or designee.

Qulaification,Knowledge and Skills for the role

  • Degree in Forestry, Agroforestry, Natural Resource Management, Environmental Science, Conservation or a closely related field.
  • At least two years on job experience working with farmers, communities and multiple stakeholders on a combination of any of the following fields Forestry, Agroforestry, Natural Resource Management, Landscape Restoration and Management Climate Smart Agriculture.
  • Experience working with NGOs will be an added advantage
  • Must have a good understanding of the different systems of extension delivery.
  • Additional relevant on-job training on landscape governance or landscape management practices, climate smart agriculture and carbon development mechanisms is highly desired.
  • Ability to engage with local communities, partners and government authorities
  • Exposure to gender biased programming
  • Good organizational, interpersonal and communication skills with good grasp of English and Kiswahili (both oral and written).
