Context:

Under the overall supervision of the Chief of Mission and the direct supervision of the Transition and Recovery Division (TRD) Coordinator at IOM Burundi, the successful candidate will be responsible and accountable for coordinating and implementing programme activities related to Security Sector Reform (SSR).

Core Functions / Responsibilities:

  1. Implement security sector reform (SSR) activities for Burundi including liaison and information sharing with different governmental entities, UN agencies, Non-Governmental Organizations (NGOs), and the international donor community. Analyse progress and implementation reports, identify problems and propose action to expedite project delivery.
  2. Follow up on logistical and administrative arrangements required for the timely implementation and monitoring of security sector reform (SSR) projects in close coordination with relevant mission units and Regional Office (RO)/ Headquarters (HQs) / Manila Administrative Centre (MAC)/ Panama Administrative Center (PAC) units, local government authorities, international and regional institutions, as well as partners’ organizations in the public/private sector.
  3. Draft regular project reports in a timely manner according to IOM and donor formats, in close coordination with mission team and Project Development and Support Unit colleagues.
  4. Coordinate closely with colleagues in the Department of Emergency, Department of Migration Management, and the Resource Mobilization Unit and monitor SSR responses. Identify and document significant project events, decisions, problems or deviations from overall strategy.
  5. Track and monitor project expenditures and burn rates. Draft budget revisions based on negotiations with donors, changed work plans or budget reallocation.
  6. Participate in inter-agency coordination meetings on security sector reform issues, as well as in relevant conferences, workshops, steering committees, policy and technical working groups, and other forums to provide technical information, facilitate coordination, and encourage cooperation with broader Transition and Recovery activities.
  7. Provide technical assistance for the coordination of services to relevant sectors (i.e. Disaster Risk Reduction, Durable Solutions, Reintegration Strategy, Resilience Framework), and contribute inputs for the development of national TRD strategies.
  8. Contribute to the development of new projects by selecting and summarizing background information, assessing the local context for the planning and administration of individual projects, and drafting segments of project proposals.
  9. Supervise program support staff; assign and review work, provide technical and procedural guidance, and assist in the resolution of performance issues.
  10. Contribute to the development of public information tools, including but not limited to success stories, newsletters and press releases.
  11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Development Studies, Political Science, International Relations, Social Sciences or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience related to security sector reform including project management, coordination, capacity building, etc;

• Experience living in an emergency context, particularly within French speaking countries or

East Africa;

• Experience liaising and negotiating with government officials, donors, UN personnel, NGOs, and other stakeholders;

• Experience in project management including management of budgets and staff.

• Strong writing skills is a distinct advantage;

• Excellent inter-personal and communication skills;

• Flexibility, tolerance and capacity to work in a team;

• Excellent computer skills, including with Microsoft functions such as Word, Excel, PowerPoint, etc.

Languages

Fluency in English is required. Working knowledge of French and/or Spanish is an advantage.
