This is a Local position. Need two (2) Project Officers.

SUMMARY OF THE POSITION:

Plan International Liberia and the UNFPA with funding from the EU Spotlight Initiative, will collaborate to support the government of Liberia in Reducing the prevalence of sexual and gender-based violence, harmful practices and increase access to sexual reproductive health & rights for adolescents’ women and marginalized population. The Spotlight Initiative seeks to o support the government of Liberia in achieving specific development  outcomes relative to: strengthen SGBV/SRHR support and service delivery, increase mobilization and engagement to prevent and respond to VAWG, increase the platform for advocacy with key decision and policy makers through media engagement, strengthen access to basic services and care centers and increase community efforts and knowledge on the dangers and harmful practices against girls, children and women.

These engagements will collaborate further with line ministries (MoJ, MOGCSP, MIA, MoE and MoH) to increase the responses to violence against women and girls.

The intervention location will be in 7 counties (Nimba, Bong, Lofa, Grand Bassa, Cape Mount, Montserrado, Margibi) and focusing one stop centers, refurbishing and activating services at safe homes, maternity waiting room, prison rehab/coping centers with upskilling skills programme, advocacy and media engagement/awareness and training of media professionals of reportage of SGBV.  The ensure effective delivery and sustainability of the project, the project will work with community action groups to further strengthen the prevention and response mechanism to violence against women and children. To do this, the project work to build the capacity of school health clubs, health worker. Plan International Liberia and UNFPA including the Government line ministries will undertake joint monitoring visit to ensure quality delivery of the project while document lesson learnt along the way for any potential adjustments in the project or fur future.

Plan International Liberia is focused to build positive social norm on sexuality; strengthen quality SRHR services that must meet the “Availability, Accessibility, Acceptability, and Quality” framework of the right to health and strengthen support for girls and young women most at risk.

  1. Children, adolescents and youth (CAY) have the attitudes and skills to support their peers to make autonomous and healthy decisions around bodies, sexuality and relationships, challenge stigma, discrimination and harmful norms, and to access services.
  2. Parents, caregivers and other family members understand their children’s SRHR, provide guidance and support for their children’s sexuality and SRH, enable their children to govern their bodies and support healthy choices regarding sexuality, and oppose harmful practices including CEFM and FGM/C.
  3. Communities and their leaders and CSOs promote and support CAY’s SRHR and mobilize to change the beliefs, social and gender norms that drive harmful practices including CEFM, FGM/C, SGBV.
  4. Local and national government policymakers, authorities and service providers establish, invest and implement legal frameworks, policies and programs that ensure access to CSE and adolescent/youth-friendly SRH services, and that prevent and respond to sexual violence, FGM/C and CEFM.

Dimensions of the Role

The Project Officer manage and implement all planned activities at the field level. She/he promotes, develops, implements, monitors or provides technical field level support for the project objectives. S/He will focus to build positive social norm on sexuality; strengthen quality SRHR services that must meet the “Availability, Accessibility, Acceptability, and Quality” framework of the right to health and strengthen support for girls and young women most at risk.

Ensure that programme quality and influencing approach, procedures and guidance are adhered with evidence of managing the detailed project implementation plans and budgets.  Referencing the global theory of change, provide timely reporting, data collection, processing and analysis of implementation and progress to support the effective project delivery. Ensure that the project contribute to safe guarding children and youth, girls and young women including advocacy for creating safe spaces and SRH services for girls in targeted counties or areas of intervention.

Specific tasks:

Project Management and implementation

  • Ensure that the associated project objectives and activities are achieved in a timely, cost-efficient and effective manner and where applicable in collaboration partners including providing technical inputs and management support to ongoing project and other activities including research, organizing and facilitating meetings, preparing technical documents and managing the project on a day to day basis.
  • Be responsible for the planning and implementation of relevant training as well as follow up and mentoring of staff and project beneficiaries
  • Development of implementation plan at assigned project(s) and location in close communication with implementing partners (Government partners) and Project Manager
  • Manage the focal point role for assigned project(s)
  • Coordination and delivering project implementation and monitoring activities in close collaboration with local partners
  • Conduct monitoring trip and data collection following the output trackers and M&E plan to keep track of implementation progress
  • Budget preparation for project activities
  • Preparation of requisitions, payments and liquidation
  • Initiation, development and maintenance of partnership with local Government partners and local NGOs/CSOs partners
  • Provision of information/update on the issues, needs from the assigned location(s) and project(s) to Project Coordinator and Programme Quality Manager when required
  • Provision of administration and logistics support to fieldwork and project activities
  • Taking part in field distribution of assorted items to OSCs and Safe home
  • As authorized, represent Plan International in project counties to Government officials and Stakeholders and provide regular updates; inform and discuss with the Area Managers issues pertaining to the Government of Liberia, UNFPA and Plan International relations.
  • Attend the county technical coordination meetings (Health and social protection) held in the county with other International and local Partners
  • Production of quality quarterly donor reports (progress against planned) and activity progress logs in the System Application Production (SAP).
  • Plan and work with finance team to fulfil internal and external budget tracking and reporting requirements.
  • Work with the communication team to inform and share lessons learnt

  • Accountability standards of effectiveness and efficiency from program quality procedures (PQP) are established, monitored and achieved
  • Project budgets are spent according to the approved budget, with quality and cost effectiveness including appropriate cost recovery

Technical expertise, skills and knowledge

  • Undergraduate/advance degree in health sciences, sociology, nursing, Social Work, Project management or equivalent, with a minimum of three years’ progressive experience in a related field;
  • At least 2 years’ proven experience in managing project and team (preferably with special focus on Gender Equality and Girls’ Rights, SGBV and SRHR) and a relevant network
  • Proven experience in working with UN agencies and systems, line ministries such as the MoJ, MoH, MoGCSP and with management of One stop centers and safe homes
  • At least 2 years’ experience in an international organization similar to Plan International.
  • Good knowledge on the rights of children and women, disability including the challenges and opportunities in Liberia
