ROSE PURPOSE

Funded by AstraZeneca in 2016, Plan International Kenya in partnership with Ananda Marga Universal Relief Team (AMURT) Kenya has been implementing the Young Health Programme (YHP), in Kibera and parts of Lang’ata Sub Counties in Nairobi City County. The overall objective of the programme is to contribute to improved health and gender equality of girls and boys between 10-24 years of age in Kibera, Nairobi. Specifically, it aims to achieve this by ensuring that adolescent girls and boys in the urban slum of Kibera, Nairobi, are practising fewer Non-communicable diseases’ risk behaviours due to an increased capacity to make informed choices and to protect their health, now and in the future.

YHP Kenya focuses on 4 NCD risk behaviours namely: 1) Tobacco use, 2) Harmful use of Alcohol, 3) Unhealthy diets and 4) Physical inactivity. Sexual and Reproductive Health and Rights and gender equality are mainstreamed throughout the project, recognizing that these can be fundamental barriers to young people leading healthy lives.

Dimensions of the Role

Reporting to the Project Manager, this position is required to coordinate the development and harmonization of develop work plans with YHP staff, partners and field teams. S/he will be responsible for successful implementation of YHP activities in collaboration with the implementing partners. Working closely with the M&E Coordinator and the implementing partner(s), s/he will support participatory monitoring of YHP activities. The position will also be required to write, review and/or compile quarterly and annual progress reports.  Monitor and report on progress of gender sensitive project activities for the benefit of the targeted communities in Kibera. S/he will be the community mobilizer and will work closely with partners, relevant line ministries, private sector players and community based organizations to ensure synergy and integration of project interventions. S/he will be accountable for the planning, execution, and reporting of the project activities.

Accountabilities

Key Responsibilities – Key Result Areas:

Project planning and Coordination

  • Coordinating the development and harmonization of annual and quarterly costed work plans in accordance with Plan’s financial years.
  • In consultation with the Project Manager and YHP team, support the drafting of Project Outlines in SAP.
  • Coordinate monthly planning of activities with cluster coordination teams, lead peer educators, VVLPs and implementing partners.
  • Ensure smooth and synergized day-to-day implementation of all YHP field activities.
  • Coordinate weekly review meetings with YHP field teams and implementing partners.
  • Convene agenda-driven monthly coordination meetings with partners.
  • Maintain close collaboration with local partners – CSOs, SCHMT, CHMTs, MOH, MOE, Private Sector/Corporates and with various YHP cohorts.
  • Participate in NCD stakeholders forums as may be required.

Capacity Building YHP cohorts

  • With support from implementing partner, identify and earmark various YHP cohorts for capacity building/training.
  • With support from M&E Coordinator, conduct gender sensitive training needs assessment for various YHP cohorts when need be.
  • Coordinate planning for the capacity building/trainings in line with Plan Kenya’s procurement and programmatic processes.
  • Conduct and or monitor the capacity building activities for YHP Kenya.
  • Coordinate training report writing and submission.
  • Follow up on the implementation of work plans developed by various cohorts during the trainings.

Advocacy and Influencing

  • Support the completion of joint NCD advocacy and influencing strategy with partners
  • Coordinate validation and dissemination of the strategy in consultation with the Project Manager.
  • Train and support youth advocates/peer leaders and support them to participate in relevant forums at local and national level.
  • In collaboration with the Project Manager, spearhead advocacy efforts of the Coalition of Youth Advocates (COYA) and partners to reduce NCD risks and promote adolescent health

Resource Management

  • Ensure detailed annual implementation plans are aligned to the donor approved proposal, objectives and budgets and are approved by the Project Manager.
  • Ensure the Project Outlines (PO) are in sync with the DIP and quarterly work plans.
  • Ensure all activities and undertakings comply with Plan’s procurement/programmatic processes and procedures.
  • Ensure activities are on track and implemented as planned and within stipulated budget.
  • Review monthly and quarterly financial reports to ensure they are in sync with narrative progress reports.

Project Monitoring

  • Liaise with the M&E Coordinator in monitoring of YHP activities & regular collection of project data.
  • Review all project data, as constantly updated by M&E Coordinator for consistency and accuracy.
  • Support implementing partners through spot checks and participatory monitoring.
  • Receive and review monthly reports submitted by VVLPs prior to raising PRs for their stipend.

Documentation and Reporting

  • Write, compile and submit quarterly and annual progress reports in the prescribed formats.
  • Review quarterly and annual reports from VVLPS and implementing partner.
  • Ensure up-to-date safe custody of all YHP documents (either soft or hard copy).
  • Contribute to documentation and sharing of best practices with stakeholders as appropriate.

Problem Solving

  • Good communication skills and objective judgement to identify and evaluate options and identify solutions.

Communications and Working Relationships

  • In collaboration with the Project Manager, support partners (state and non-state) by maintaining active dialogue with relevant stakeholders to foster collaboration, ensure alignment with government priorities and standards, and solicit feedback to make regular improvements.
  • Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Technical expertise, skills and knowledge

Academic Qualifications and experience

  • A Bachelor’s degree in Public Health or Social Studies.
  • A career development training or certification in Project Cycle Management will be an added advantage.
  • At least 3 years’ experience in projects implementation in urban slums, especially Kibera.
  • Strong Knowledge of community development with focus on Non-communicable diseases and ASRH.
  • Knowledge in donor reporting mechanisms.
  • Evidence of having worked and collaborated with government line ministries, County governments, private sector, communities, young people and other stakeholders in supporting youths from marginalized backgrounds.
  • Knowledge and experience in execution of participatory trainings.
  • Evidence of having worked in Behaviour Change Communication initiatives targeting young people from informal settlements.
  • Understanding and experience in advocacy and influencing.
