Under the overall supervision of the Chief of Mission in Bangui, Central African Republic (CAR) assisted by the Programme Coordinator and under the direct supervision of the Programme Manager/Head of Sub – Office in Paoua, the candidate will be responsible for the daily implementation of the IOM Project “Réduction de la violence et stabilisation des communautés à haut risque sécuritaire” funded by the EU through its “Instrument contributing to Stability and Peace” (IcSP).
II. Responsibilities and Accountabilities
- Ensure the successful implementation of field activities in accordance with the overall objectives of the project through direct supervision and monitoring of daily operations and staff performances including activities of local committees and partners
- Provide training, technical support, oversight and coordination to programme field teams, Local Committee members and local government counterparts to ensure a rapid and consistent flow of project information regarding implementation and planning.
- Manage and coordinate trainings related to Income Generating Activities (IGA), engineering (rehabilitation of basic infrastructures through Cash for Work) and social cohesion activities and contribute to the development, implementation and monitoring of information and analysis tools to ensure a transparent selection of beneficiaries.
- Monitor closely the payments made to Cash for Work beneficiaries and the disbursements for the implementation of socialisation, vocational training and Income Generating Activities (IGAs).
- Manage and coordinate with field staff the implementation of the activities to ensure that procurement, finance, logistics, and programmatic aspects of each activity are being implemented on-time, following the IOM rules and procedures, and in accordance with the specifications of the approved activity.
- Liaise directly with the Program Manager regarding new/improved activity concepts identified by programme staff and develop into project activities; maintain collaborative relationships with donors, local grantees, local government authorities, local contractors, international NGOs, donors, and other key stakeholders
- Monitor the political and security developments throughout the overall project area with particular attention to areas of active and potential implementation of programme activities; provide regular analysis of, and discussion with, the Program Manager of the security situation and its potential impact on project implementation.
- Coordinate the data collection, the development and maintenance of the databases pertaining to the overall Management Information System of the programme.
- Provide regular reporting to the Programme Manager on project activity implementation and contribute relevant and regular inputs for the timely submission of donor’s reports, as required.
- Coordinate with the Program Manager to contribute to the development and implementation of Monitoring and Evaluation (M&E) tools, issue regularly program lessons learned reports and provide specific recommendations on possible modifications required to ensure a smoother and more effective implementation of the activities.
- In the absence of the Program Manager, represent the programme in various fora, and inter-agency gatherings convened to discuss coordinated responses to recovery and transition initiatives in the country.
- Perform such other duties as may be assigned by Supervisors.
TANGIBLE AND MEASURABLE OUTPUT OF THE WORK ASSIGNMENT
· Monitoring and supervision plans produced to guide the daily operations of the project
· Training plan developed and training modules produced; trainings and assessment reports elaborated and shared
· Coordination networks of key stakeholders established
· Priority infrastructures for rehabilitation/construction are identified and prioritized by communities. List of infrastructures is available
· Report of market survey is used to identify potential economic activities and list of IGA activities is available
· Local enterprises to support vocational trainings are identified and partnership established
· Programme assessment reports are produced and shared with the Programme Manager
· Periodic implementation progress reports are produced and timely submitted to the donor
· Baseline assessment, monitoring and evaluation conducted to determine the impact of the action on the affected population or communities
· Monitoring tool developed to track implementation progress of activities
· Reports on gap analysis produced and shared with relevant stakeholders
· Exit/transition strategy for communal settings produced and communicated to relevant stakeholders
Education
· Master’s degree in Political or Social Sciences, Law and/or International Relations or a related field from an accredited academic institution with two years of relevant professional field experience; or,
· University degree in the above fields with five years of relevant professional field experience in institutional strengthening, capacity building related activities in a developing country and post – conflict context
· Experience in transition, early recovery and humanitarian programming working with at – risk youths, former combatants, protection victims, internally displaced persons, national and local authorities, etc.
· Demonstrated capacity in project management and budget monitoring, including grants administration
