Background:

The Danish Refugee Council (DRC) is an independent, non-profit organization (NGO), founded on the basis of humanitarian principles, and human rights based approach, to secure the protection of refugees and internally displaced persons (IDPs), and to promoting long term solutions to the problems of forced displacement. Danish Demining Group (DDG) is a specialized unit within DRC which implements mine action and armed violence reduction (AVR) programmes. DDG’s mandate is ‘to create a safe environment free from armed violence and the remnants of conflict’, and DDG does this via a programmatic focus on four key sectors: Security Systems Reform, Small Arms and Light Weapons (SALW) management, Mine Action and Conflict Management ​

Overall purpose of the role:​**

The DDG Project Officer is responsible for the overall supervision and coordination of the project activities in Beletweyne. S/he ensures that all relevant protocols and the guiding manuals for project implementation processes and results are achieved as per the project logical framework. S/he is required to liaise with the DDG Project Coordinator as well as other senior members of staff for quality control and overall programming support as well as supervise Community Mobilizer and Facilitator. ​

Responsibilities:

· Act as primary link between the assigned target communities and DDG.

· Support the Project Coordinator in establishing relations with the local administration and relevant civil society organizations as well as international/local organizations implementing similar interventions to form a point of contact and community of practice.

· In the absence of the Project Coordinator, act as a representative for DDG programme in your district towards various local coordination forums and meetings. Document point of discussions and agreed action points, and provide minutes to Project Coordinator and Project Manager.

· Responsible for working with district authorities in the selection of participants/beneficiaries from the target communities in accordance with DDG’s selection criteria and process, and ensure fair representation and inclusive participation of all socio-economic groups in project activities.

· Develop area-based work plans from the project work plan in consultation with other team members, and submit to your line manager.

· Prepare procurement plan reflecting activity expenditures in the year, raise purchase requisitions on time, and track processing of activity-related procurement.

· Deliver project activities planned as follows in accordance with DDG’s AVR Framework and Community Safety Operational Guidelines.

· Facilitate the formation of the Community-Police Dialogue Collaboration (CPDC) Committee in the target community.

· Facilitate community-police dialogue forums between CPDC committee members engaging other community representatives and police officer, document forum proceedings and follow up the implementation of agreed actions.

· Facilitate Community-police planning processes to identify their shared values aimed at creating collective identity and values in addressing their common needs.

· Support CPDC committee to develop Plan of Actions aimed at creating mutual collaboration through which trust amongst police and community is restored and improved.

· Support the CPDC committee to implement their Plan of Actions through own resource and small grants from the project.

· Facilitate the reinvigoration of Guurti-plus (i.e. traditional leaders cum civic actors) and/or Peace Committee in target community and facilitate the drafting of town-wide social agreements as a code for conflict resolution.

· Train the Guurti-plus/Peace Committee members on participatory conflict analysis, conflict management and mediation processes.

· Support the Guurti-plus/Peace Committee in documenting and resolving of inter-communal disputes, inter-clan conflicts and different types of violence, and ensure referral pathways are documented, if any, when resolving different conflicts.

· Support WOCCA to provide sensitization to Guurti-plus/Peace Committee members on gender/human rights as well as legal aid to improve pathways for justice in areas where the formal justice system is weak or non-existent.

· Provide linkage between Guurti-plus/Peace Committee members and relevant local authorities to strengthen survivor-assistance

· Facilitate the establishment of District Security and Justice Coordination Forums, and ensure membership to key influential government officials and civil society actors, document forum proceedings and follow up the implementation of agreed actions.

· Prepare and implement other community-state dialogue programs such as radio talk shows, panel discussion and consultative meetings to bring together the government officials (judicial and security actors) and the community members, to bridge the gap and establish effective relations and collaboration.

· Build the capacity of CPDC committee and Guurti-plus and other community groups on advocacy, leadership and accountability, and provide relevant platforms to have legitimate discussions with their local authority to improve security and justice service delivery to the public.

· Train CPDC members and other civil society groups on the civilian oversight and accountability mechanisms, as well as on the new policing model and emerging basic policing doctrines.

· Support the CPDC committee members to develop and use of police oversight tools to monitor police activities and behaviour toward detainees whether in line with human rights, police regulations and national policies and the constitution.

· Sensitize external oversight bodies such as the district/regional administration officials, court officials and ministerial staff at district/regional level as well as staff from staff from government independent commissions (i.e. human rights commission) on civilian oversight and accountability to improve civilian-driven oversight and accountability mechanisms.

· Support and facilitate the logistical preparations for all activities to be implemented by WOCCA and APCOF.

· Ensure that all tasks assigned to you by your Line Manager or his designee are executed promptly, efficiently and in accordance with DRC/DDG programme handbook and operational guidelines.

· Ensure evidence-based implementation by taking good high quality photos and short clips of activities being implemented. Document and share lessons learned and best practices during project implementation period.

· Work closely with MEAL team in organizing sensitizations to raise awareness on how-to use the Interactive Voice Response System for beneficiary feedback mechanisms toward project accountability.

· Responsible for the timely and quality compilation of data collected from the beneficiaries and preparation of weekly and monthly reports using the prescribed DDG formats, and sharing with the Project Coordinator.

· Keep records of project activities (attendance sheets, reports, etc.) in softcopy and hardcopy both, and promote timely data storage mechanisms such as use of OneDrive.

· Monitor the impact of the activities on the behavior of the communities following the DDG Community Safety M&E and impact assessment frameworks. Use pretest and posttest evaluation tools, and provide analysis of your change monitoring as part in your reports to the Project Coordinator and Project Manager.

· Participate in project studies such as quarterly perception surveys and outcome monitoring, and contribute to the timely achievements of quarterly and yearly indicator targets.

· Maintain professional relationship with DRC/DDG teams, partners and community members to ensure effective collaboration and delivery of project outputs.

· Take good care of all assigned equipment, including computers and communication equipment.

· Ensure that there are receipts for all expenses and compile all receipts according to DRC/DDG financial guidelines by the end of each month and submit to the Project Coordinator before the last day of the month.

· Follow all DRC/DDG procedures for security, finance, supply chain, HR and administration.

· Attend trainings as required by DRC/DDG.

· Any other tasks requested by the DDG Project Manager and DDG Project Coordinator.

Education & Qualification:​**

· Bachelor’s Degree in Conflict, Peace & Security; Security and Governance; Law; Social Sciences; Development Studies, Community Development, Project Management, or other relevant subject.

· High degree of computer literacy.

· At least of 3 years of experience in the field of conflict management and conflict resolution, peacebuilding, community-policing, security, governance and access to justice.

· At least 2 years of experience as trainer of trainers and facilitator.

· Prior experience of working with international and/or local NGOs & donor funded projects/programmes in complex emergencies.

· Should have analytical and report writing skills, and be able to compile reports.

· Leadership skills, including ability to build and motivate a team and willingness to deal with conflicts constructively.

· Political and cultural sensitivity, including ability to adapt well to local cultures.

· Strong liaison, education and communication skills (oral and written)

· Working experience and knowledge of the local duty station.

· Ability to manage internal/ external pressures

· Work independently at fully professional level ​
