1. BACKGROUND

The EAC funded ‘Waxbar Curtaada II- Educate your children’ project aims to address obstacles to educational access for out of school children affected by instability, displacement, social exclusion and poverty in Somalia. The project targets to enroll 57,600 out of school children from across five federal member states – Galmudug, Hirshabelle, Jubaland and South West. It’s a consortium comprising of CARE (Lead), WARDI and GREDO to deliver the project results. Waxbar Carurtaada II Project will strengthen local governance structures and community support around school safety and inclusive and gender-sensitive education, increasing enrollment rates among marginalized groups, including girls and the extremely poor. Through ABE, the project will provide viable options for learners unable to access education or to attend regularly because of seasonal and out-migration, domestic demands, and income-generating activities. The project will work closely with Federal member states MOEs across the five regional states and other education stakeholders to achieve its objective.

  1. JOB SUMMARY:

The project Officers will be based in Galmudug, (Dusamareeb or Guriceel), and support day-to-day implementation of the EAC II project covering Galmudug state. Reporting to the Team Leader, the PO will be expected to work with local communities, partner LNGOs, IDPs, schools and line ministries to ensure the delivery of a high quality project. Their primary responsibilities will include project planning and implementation, project monitoring and reporting.

  1. ROLES AND RESPONSIBILITIES

3.1. Project Planning and implementation (50%)

· Take part in Community mobilization to identify OOSC for enrolment in accelerated basic education (ABE) and formal education learning pathways.

· Work with religious leaders, parents, women groups and CBOs in the project locations to address barriers to education for children with particular focus on hard to reach girls and children from marginalized groups.

· Work closely with selected schools and ABE centres to register and enroll OOSC back to school.

· Work closely with MoE and communities to identify ABE centres, schools, conduct needs assessment for ABE centres and schools for infrastructure improvement.

· Support the recruitment of ABE teacher and the training on new ABE curriculum to ABE teachers

· Work with school administration and teachers to establish flexi-classes for enrolled OOSC.

· Ensure teaching and Learning materials reach all target schools and the delivery is properly documented.

· Ensure the selected teachers both in formal and ABE learning pathways receive their incentives on a timely manner and the schools provide monthly documentation required in support of the payments.

· Support in the establishment and training of Community Education Committees in the respective target project locations.

· Support CECs in the delivery of the project.

· Support for establishment of Girls’ Empowerment Forums and Boys’ Empowerment Forums Conduct enrolment drives and awareness campaigns for out of school children/girls by existing CEC in the identified umbrella (community/private) schools.

3.2 Project Monitoring (20%)

· Participate in the development of a monitoring and evaluation frameworks/ plans for the EAC II project based on the indicators in the log-frame for effective qualitative and quantitative data collection.

· Conduct monitoring visits to all beneficiary schools and ABE centres regularly and provide the necessary support required.

· ‘Monitoring visits will be conducted on a quarterly basis in all projects locations

· Conduct regular visits to the ABE centers and schools to collect data on enrollment, attendance, and transition of OOSC enrolled in the respective centers/schools.

· Conduct pre and post training evaluations for trainings that are being implemented in order to establish achievement of training objectives

· Support the quarterly joint monitoring of the project in the different locations.

· Conduct monitoring visits to collect data on the OOSC in different locations.

3.3 Reporting (20%)

· Prepare activity reports on each activity implemented and submit the report to the Team Leader

· Prepare, document and complile into a monthly progress report on project activities.

· Compile project implementation data from assigned area on a monthly basis and submit it to the Team Leader and the M$E Manager

· Document case studies and success stories in the course of your work with the project.

3.4 General Responsibilities (10%)

· To bring into notice of the Team Leader discrepancies, serious incidents or any urgent information which may need serious consideration regarding day to day project activities.

· To fulfil any additional assignments as deemed necessary by the organization.

  1. REQUIRED QUALIFICATIONS / PERSON SPECIFICATIONS

4.1 Education and Training

  • University Degree in Education or social sciences or development related fields and good understanding of project cycle management.

4.2 Relevant Experience

  • Minimum of 3 years working experience preferably with development projects.

4.3 Knowledge and desired skills

  • High level of computer literacy including but not limited to Microsoft Excel and Microsoft Access
  • Proven analytical and report writing skills
  • Excellent communication skills with fluency in written and spoken English and Somalia
  • Demonstrable ability to adapt to changing program priorities and emergency priorities that may arise
  • Strong self-starter who is able to take initiative
