Position within the Organisation

The Project Support Officer is a member of the Programme Management Unit which manages and implements all of Interpeace’s active and ongoing programmes around the world. The Programme Management Unit is led from the Headquarters office in Geneva, although team members are based in various locations around the world.

The Project Support Officer is a member of the Somali Programme team that is headed by the Country Coordinator. The Project Support Officer reports to the Project Manager.

Purpose and General Overview

The position supports efficient and effective management and implementation of the project that will support women candidates in Somaliland in preparation for the parliamentary and local council elections. The general nature of the position is to enhance project implementation under the guidance of the Project Manager. The Project Support Officer’s contribution is also expected to enhance analyses and programme expansion efforts in other Somali regions. The position interacts regularly with Interpeace and partner teams to exchange and provide information, consult and coordinate.

  • Feedback on activity, monthly and quarterly reports are provided swiftly and important information is shared with the team for quick follow up.

Duties and responsibilities

Specific Duties

Project implementation

  • Analyse concept notes and budget prepared by implementing partners to ensure alignment with programme requirements
  • Supports the implementation of the workplan and programmatic activities of the women electoral engagement project in Somaliland in collaboration with the implementing partners
  • Prepares the first draft of the donor reports for review by the Project Manager
  • Supports the timely preparation and submission of monthly work plans, activity reports, monthly updates, and any other required reports
  • Assists in organizing events, workshops and/or conferences in respect to the project in collaboration with the implementing partners
  • Coordinates the administrative processes for procurement of services and related payments
  • Ensures that all supporting documentation in relation to the project are submitted to the Finance and Administration Officer in Hargeisa for proper accounting records

Monitoring and Evaluation

  • Develops case studies, success stories and other learning activities required to demonstrate the impact of the programme
  • Provides training to implementing partners to enhance programme reporting and compliance to the monitoring and evaluation requirements

Research and Analysis

  • Stays abreast of latest context developments in Somaliland and writes weekly updates, as required
  • Participates in project and research activities required for project design, context analysis, programme implementation and resource mobilization

Qualifications:

Education

  • Degree in a related field such international relations, political science, development studies or peacebuilding.

Experience

  • At least 2 years of relevant professional experience in research, analysis and programme management, with some experience with non-profit or international organisations being an advantage.

Competencies

  • Knowledge of current thinking on peacebuilding issues and methods; and demonstrable ability to anticipate emerging needs and integrate them swiftly into priority programme setting
  • Practiced organisational and planning skills; and basic knowledge of project cycle management including using project planning and management tools
  • Ability to contribute to activities that raise the profile of an organisation, networking with government agencies, donors and other international agencies, and using the media to generate profile
  • Understanding of the dynamics affecting the participation of women in politics
  • Ability to work with women organisations in the advancement of women’s representation and rights
  • Proven ability to support communication and work with high level executives and government officials
  • Excellent writing and verbal communications skills in English and Somali are required
