Terms of Reference: Proposal Writer Cordaid South Sudan Health Programme
Health Pooled Fund 3, South Sudan

Duration of Consultancy: 3 weeks (estimated maximum could be less)

Background

The Health Pooled Fund (HPF) is a key funding mechanism of Cordaid South Sudan Health Programme. It commenced in 2013 as HPF1 and continued from November 2016 as HPF2. The funds are being managed by Crown Agents (UK based). HPF is a pooling of funds by DfID, USAID and Swedish and Canadian Governments, hence the term “Health Pooled Fund”.
Currently, under HPF2 Cordaid is an implementing Partner (IP) working in 5 Lots, taking the lead in 3 of them.

  1. Cordaid leads in Lot 1 (Eastern Equatoria, Torit & Magwi counties) partnering with ARC;
  2. Lot 3 (Eastern Equatoria: Budi & Kapoeta South counties) partnering with ARC and Caritas Torit
  3. Lot 14 (Unity State, Bentiu, Rubkona and Guit counties) partnering with local NGO CASS.
  4. Lot 5 (Wau state) Cordaid works at the Wau State Hospital under the HNPTPO led consortium, and
  5. Lot 6 Cordaid works at Raja State Hospital with HNTPO as the lead agency.

An extension for HPF2, already tapping into HPF3 funds has been formally communicated for the October 2018 – February, 2019, period. It has been confirmed that less funds are expected as EU withdrew from the Health Pooled Fund and USAID has not formally committed funds to HPF 3 although they indicate that they will continue to be part of the funding mechanism.
In June, 2018, it was announced by DfID that Crown Agent is teaming with PSI USA will be the Fund Managers for HPF3, as they won the tender for Fund Management for South Sudan. The call is expected in mid-October 2018, for a period of 5 years, with an expected deadline of 30 November 2018, and decision made before Christmas.

In South Sudan, the Health Team consists of an expatriate Programme Manager-Health, a Programme Officer, and a dedicated finance staff. In the past months, potential partners for consortia have been engaging and exploring possible partnerships. A workshop is being planned to develop the programme strategy and direction with the Cordaid South Sudan health staff working in South Sudan, as well as the Programme Manager and Finance Controller based at the Global Office (in the Netherlands).
Cordaid South Sudan is looking for a dedicated and experienced proposal writer with the ability to work from the Juba office on short notice.

Deliverables

  1. Engage with the dedicated Health Team to understand nature and scope of the mission, Cordaid health strategy and HPF programme strategy, priorities, focussed areas.
  2. Draft the proposals (for 3 lots ) based on input and feedback from the Health Team and Country Director in liaison with a dedicated finance staff who will draft the budgets
  3. Adapt the proposals based on feedback from the Global Office within the agreed timeline
  4. Submit the final approved draft proposals to the Programme Manager-Health within the agreed timeline and strictly based on the RFQ from Crown Agents.

Cordaid will provide economy air ticket to South Sudan and basic accommodation in Juba.

Requirements

  1. Proven experienced as a successful proposal writer with experience in developing proposals in contexts similar to South Sudan
  2. Proven experience in writing health and nutrition project proposals and more desirably in South Sudan
  3. Ability to work under pressure and meet tight timeline
  4. A good command of the English Language-written and spoken
  5. Knowledge of the South Sudan context an advantage
  6. Knowledge of Cordaid Programming and strategic plan is desirable
  7. Familiarity with HPF funded programmes as advantage

Cordaid is the Catholic Organisation for Relief and Development Aid (CORDAID). It is one of the biggest international development organizations, with a network of around a thousand partner organisations in 36 countries in Africa, Asia and Latin America, and has a disposable annual budget of around 170 million euros (2006).

 Cordaid directly employs 400 people, amongst them 300 are based in the Netherlands and the rest are stationed all over the world (2010). Cordaid is also known under the names of the funds it manages: Cordaid Memisa, Cordaid Mensen in Nood (People in Need), Cordaid Bond Zonder Naam (Association Without Name), Cordaid Kinderstem (Children's Voice).

Cordaid was founded in 1999 in The Hague, with the aim of helping people in distress and fighting structural poverty. It is a merge of three Dutch Catholic development organisations: Memisa Medicus Mundi (created in 1925), Mensen in Nood (People in Need, created in 1914) and Lenten Campaign/Bilance. The history of these organisations goes back to the beginning of the 20th century when the organisations were active in the area of shelter and (missionary) care for refugees, providing direct aid in the event of disasters, medical care and direct improvement of social and economic position of poor people.

The merge allowed the newly created NGO to benefit from broader resources, rationalised management and organisation and aimed at coordinating actions and projects. Each organisation became a fund with Kinderstem (Children's voice) being part of Mensen in Nood, until October 2004, when Cordaid's General Assembly voted the creation of a separate fund focusing on aid to children living in slums. Cordaid Microcredit was formed in October 2006, following the tenth anniversary of the microfinance activities. On 1 January 2007, the Dutch NGO Bond Zonder Naam (founded in 1938) joined Cordaid. Since 2012 the campaigning cooperation with the Lenten Campaign Foundation ('Vastenaktie') has ended.
