Plan started working in Egypt in 1981 and has a presence in ten of the 27 governorates in which the country is divided: two urban (Cairo and Alexandria) and eight rural (Giza, Beheira, Kalyoubia, Damietta, Qena, Assuit, Sohag and Aswan). Plan Egypt’s work focuses on child rights, implementing programmes designed to enable communities to improve the lives of the most marginalised children and their families. Plan Egypt’s Country Strategy focuses on five strategic objectives listed below:

  1. Improve the quality of early childhood care & education;
  2. Promote economic empowerment of vulnerable young men & women;
  3. Facilitate girls in realising their full potential in an enabling and gender responsive environment that protects them from all forms of abuse, neglect, exploitation and violence;
  4. Support adolescents and young people, particularly girls to become active drivers of change and lead the way towards more equitable and inclusive societies;
  5. Promote adolescents and young people, particularly girls to be empowered to take informed decisions about their sexual and reproductive health and live free from gender-based violence

Purpose:

Reporting to the Strategic Partnerships and Advocacy Manager, the Protection and Inclusion Technical Advisor will be responsible for operationalising Plan International’s country and global strategies and policies related to protection, inclusion and safeguarding. This will include developing innovative programme designs, representation of Plan International Egypt in relevant forums, providing technical guidance to programme implementation teams and documentation of processes and approaches that Plan International uses.

Dimensions of the Role:

  • This position has no direct reports, but may need to manage short term consultants or interns periodically.
  • This position has limited budget management responsibilities.
  • This position supports the development of quality programs/projects to promote protection and inclusion, and girls’ and women’s rights and address identified related issues.
  • This position supports high quality project programme implementation by working with Program Quality and Partnerships Unit and Program Units.
  • Represents Plan at national stakeholder forums, networks, coalitions, etc.
  • Support reinforcement of Protection, Inclusion and safeguarding concepts and mechanisms in/out of Plan International Egypt.
  • This position is the country focal point for the safeguarding of children and youth from the program side.

Accountabilities and Typical Responsibilities – Key End Results of Position

  • Lead the design of innovative projects and programs to address community issues in relation to Protection from violence and inclusion in collaboration with Business Development Unit, Program Units and relevant departments at the Country Office in line with the Plan Egypt Country Strategy Paper. This will include but not be limited to developing logical frameworks and concept notes.
  • Lead design of Protection and Inclusion program packages, guidelines and manuals that are aligned with Plan Egypt country strategy and facilitate operationalization of Plan Egypt’s strategic objectives.
  • Ensure the mainstreaming of Sponsorship commitments, gender transformative approach standards and any other relevant corporate guidelines in projects designs.
  • To act as resource person in the organisation for Protection, Inclusion and safeguarding, and keep oneself up to date with developments happening in these fields both nationally and internationally.

Strategic Partnership & Policy Advocacy

  • Develop strategic partnerships with key constituencies to elicit support for and maximize impact of Plan’s work.
  • Develop and implement influencing plan which includes partnership mainstreaming in collaboration with Program Units and Programme Quality and Partnerships Unit (PQP) to ensure active, meaningful and continuous relationship.
  • Develop and implement influencing action plan related protection from violence (including harmful traditional practices, violence against women and girls, and children in general) and inclusion themes using all relevant tools and techniques. This will include, but not be limited to, developing policy briefs, advocacy messages, organizing conferences and seminars, etc.
  • To routinely develop and submit progress reports, status updates and briefs on emerging issues to Strategic Partnerships and Advocacy Unit Manager.
  • Lead in formulating country specific policies, strategies and objectives ensuring that they are on accountability for quality programming.
  • To represent the organization at different national, regional and global forums and platforms.

Technical support

  • Build the capacity of Plan staff, and strategic partners to promote protection from violence and inclusion for women, children and youth (especially girls and young women) with all their diversity; and safeguarding principles and practices as well as equal rights for children and youth, especially girls, and women.
  • Provide technical recommendations to improve the design of any project or program to ensure that they are gender transformative and meet the quality and safeguarding standards.
  • Provide demand driven technical support to Program Units and Project Managers/Coordinators, and ensure high quality programme implementation. This will include designing, conducting and coordinating training programmes, technical field visits, development and dissemination of guidance material, etc.
  • In collaboration with the safeguarding country team, ensure that the safeguarding focal points are well equipped with needed knowledge and skills necessary to perform their role effectively and efficiently.

Program Reporting and Documentation

  • To prepare periodic progress and analytical reports ensuring that Strategic Partnerships and Advocacy Unit Manager is equipped with the necessary information for appropriate decision making.
  • To initiate protection and inclusion researches and document the lessons learned and accumulative experience of the gender responsive protection and inclusion activities, which have potential to enhance Plan’s work in this area, as well as share and disseminate the information within the impact areas.
  • Ensure that evidence, technical knowledge and analysis of lessons learned are collected, managed, disseminated and available for Plan International Egypt to utilize as needed.
  • To chair the Protection and Inclusion thematic network and ensure this platform is best utilized to enhance knowledge management process in Plan International Egypt.
  • Responsible for safeguarding incidents documentation and tracking as per the assigned responsibilities as a focal point and in collaboration with the country safeguarding team.

Gender transformative

  • Understanding of and ability to analyse with a gender perspective the social and political structures, dynamics and power relations that enable/exclude girls and boys to/from enjoying the fulfilment of their rights and equality
  • Understanding of root causes and consequences of gender discrimination, exclusion and inequality and how they contribute to the non-realization of children’s rights and developing practical strategies to address them

Technical Expertise, Skills and Knowledge

  • A Master Degree in social sciences or equivalent qualification in relevant field.
  • A minimum of 5 years work experience in the area of protection and inclusion (including harmful traditional practices, violence against women and girls, working with refugees, case management, inclusion of children with disabilities…).

Technical Expertise, Skills and Knowledge

Knowledge

  • A Master Degree in social sciences or equivalent qualification in relevant field.
  • A minimum of 5 years work experience in the area of protection and inclusion (including harmful traditional practices, violence against women and girls, working with refugees, case management, inclusion of children with disabilities…).
  • Understanding of integrated development issues, the intersectional identities and critical analysis of child poverty.
  • Advanced knowledge of strategic planning processes and theories of gender responsive protection and inclusion and gender transformative approach.
  • In depth Knowledge of development issues, trends, challenges and opportunities and implications to community development.
  • Good Network within the academic and development community.

Skills

  • Proven ability to develop project concept notes.
