Established in 1951, our client is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non- governmental partners. It is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. Role objectives
Protection activities are an integral part of many of our clients current projects and in 2018 they are ramping up its counter trafficking programme. Under the supervision of the Counter Trafficking Expert/Protection Officer and close coordination with the Protection Team Leader, and in close collaboration with other relevant units of the programme, the incumbent will provide specialized assistance on counter trafficking. The Protection Assistant will coordinate with the relevant Units for case referrals, as well as with relevant external actors. He/she will also participate in capacity building activities. The incumbent will be based in Tripoli with travels to other areas of responsibility throughout the country.
- Undertake regular visits to detention centres, disembarkation points and other places where migrants, IDPs, returnees and vulnerable host communities may reside and conduct individual interviews;
- Serve as a focal point for referrals of potential human trafficking cases from/to other units and other organizations;
- Conduct screening interviews of potential VoTs referred by other units and other organisations and assist in provision of assistance to identified VoTs and persons at risk;
- Conduct focus group discussions and information sessions to vulnerable populations in detention centres, disembarkation points and other places where migrants, IDPs, returnees and vulnerable host communities may reside;
- Assist in maintaining close communication with Local NGOs and community representatives and conducting trainings and focus group discussions;
- Conduct risk assessment screenings for vulnerable persons and VHR cases in close coordination with the Protection and VHR units and receiving missions where relevant;
- Participate in awareness raising events and support IOM in trainings and workshops arranged by IOM and partners;
- Liaise with the Libyan Directorate for Combatting Illegal Migration (DCIM) and other authorities and humanitarian partners on issues concerning migrants such as detention, medical needs etc.
- Participate in case-management meetings and protection working groups
- Assist in the maintenance of all protection-related case-management records and files; provide statistics and data analysis as required;
- Assist with informal translations of documents, information, and data as well as do oral interpretations to and from English and Arabic (French is considered an advantage) as necessary and as requested;
- Perform other duties as may be assigned. Project reporting
Reporting to the Protection Officer Key competenciesa) Completed university degree from an accredited academic institution in Political or Social Sciences, Development Studies, Social Work, Human Rights, International Relations or Law, or other relevant field;
b) Minimum of four years of professional experience in the field of migration and assistance to vulnerable populations with a Government or UN agency, or a regional or international organization in the Middle East and/or North Africa;
c) Effective organizational skills and ability to establish priorities and plans, ability to work under pressure and cope with deadlines;
d) Demonstrated problem solving attitude and skills;
e) Good written and spoken communications skills, good interpersonal skills, ability to work in a multi-cultural environment;
f) Fluent in English and Arabic, both written and spoken, knowledge of French is considered an advantage;
g) Good knowledge of MS Office applications .e.g. Excel, Word, Outlook, etc.Team management
