Background

Danish Refugee Council (DRC) is operational in South Sudan since 2005, with the overall aim of achieving durable solutions for displaced populations. The Danish Demining Group (DDG) started Humanitarian Mine Action in 2006. DRC’s main programme objectives (2019-2021) in South Sudan are:

  1. To save lives and alleviate suffering among displaced people and their hosts
  2. To reduce displacement related risks and support and facilitate solutions
  3. To promote peaceful, inclusive and resilient societies and address root causes to displacement

DRC primarily operates across Upper Nile and Unity states, both of which are heavily affected by conflict and experience high numbers of internally displaced populations as well as refugees in need of humanitarian assistance. DRC has operational bases in Maban, Malakal, Kodok and Aburoc in Upper Nile and in Bentiu, Mayom, Kodok and Ajuong Thok in Unity state, supported by a country-office in Juba. DRC has multi-sectorial Mobile Response Teams based in Juba able to rapidly respond to new and urgent humanitarian situations countrywide at short notice to conduct assessments and responses.

Purpose of the post

Under direct supervision of the Emergency Manager and with technical support from the Protection Coordinator, the Mobile Protection Manager will be responsible for the implementation of DRC Mobile Protection programs in South Sudan. The Mobile Protection Manager will implement DRC’s mobile response to displacement crises across the country, with a focus on active and rapid post displacement protection assessment and response. This includes planning for, and follow-up to new emergencies and displacement with the cluster and other Emergency Rapid Response Mechanism (ERRM) partners; conducting rapid protection assessments; drafting of protection and advocacy reports; ensuring rapidity of response; determine scale of assistance and timely delivery of activities, including frontline protection, gender-based violence (GBV) and child protection. Work with partners, supporting protection mainstreaming and capacity development with multi-sector humanitarian response actors and community leadership through trainings, increasing community engagement and strengthening mechanisms for self-protection by communities. Contribute to developing DRC emergency response capacity through the regular updating of country emergency preparedness and response plans.

Responsibilities

The Mobile Protection Manager will perform the following tasks and have the below responsibilities.

Programing

  • Ensure planning and timely implementation of DRC mobile protection assessments and responses with rapid deployment capacity, responding to needs as a result of new displacements or shocks (armed conflict, inter-communal violence or natural disasters) in underserved and hard to reach locations across South Sudan.
  • Undertake rapid protection assessments in new areas to identify existing/emerging protection needs (general protection; GBV; child protection; and housing, land and property) while also identifying multi-sector needs.
  • Produce assessment reports outlining protection concerns, multi-sector needs and recommendations. Present on findings, recommendations and advocacy points to DRC senior management and external stakeholders (donors, coordination mechanisms).
  • Ensure rigorous application of project cycle management standards at field level to achieve high quality protection programming throughout all stages including design, implementation, closure and monitoring. Quality control is expected to include strengthening qualitative data collection, in-depth reporting and analysis, monitoring accountability and feedback initiatives, adherence to DRC and donor compliance regulations, and documenting the impact of DRC presence in the field.
  • Collaborate with the Emergency Manager and Protection Coordinator to define the scope and objectives of DRC protection response specific to each emergency intervention.
  • Produce structured work plan and budget for each emergency deployment. Oversee implementation and ensure mission ToR activities are completed and objectives are met.
  • Supervise and provide capacity building training to the national mobile protection and other sector response team members on general protection, GBV and child protection, including data collection methodologies, protection information management and adherence to protection principles.
  • Provide guidance to Team Leader during assessment and emergency response.
  • Provide safety and programme updates on missions to the Emergency Manager and the Protection Coordinator.
  • Ensure synergy between protection and multi-sector responses at field level and across DRC area programmes.
  • In collaboration with the Emergency Manager and Safety Adviser, monitor safety environment and contextual developments including population movements, security context, accessibility constraints, and natural or environmental phenomena.
  • Work with Emergency Manager and Safety Adviser in planning and implementing appropriate safety measures that safeguard DRC staff and assets during deployment.
  • Ensure compliance with DRC and international policy/procedures/practices in emergency response activities, including adherence to Do No Harm principles, GBV principles, and Child Protection minimum standards.
  • Prepare logistic and financial requirements prior to any mission deployment.
  • Collaborate with the Emergency Manager, Protection Coordinator and support departments in the development of concept notes and/or proposals and budgets for future mobile response programmes.
  • Contribute to the strategic direction of DRC country mobile response programme with greater focus on protection through participation in strategy planning meetings and developing strategic documents.

Budgeting, Budget expenditure and Budget Tracking

  • Prepare cash needs for any mission deployment and ensure the request and submission to finance. Ensure proper documentation of field spending.
  • Prepare monthly forecasts and track budget expenditures to ensure effective use of funds vis-à-vis work plans and adjust budget forecasts when needed.
  • Guide the team in preparation of procurement plans for protection project activities and coordinate with logistics personnel for their submission for procurement and shipment.
  • Track procurement plans and provide feedback to procurement for corrections and adjustments.

Human Resources and Administration

  • Line manage team of national mobile protection staff. Management should ensure positive and collaborative working relationships and assessing staff capacity to provide or recommend relevant training or coaching as needed.
  • Initiate the recruitment of national mobile protection staff and in coordination with the HR, ensure procedures are followed.
  • Conduct performance objective planning and appraisals for staff, identifying areas for capacity building and training. Contribute to the evolution of the country office nationalisation and age, gender and diversity (AGD) strategies and policies.
  • Carry out protection staff skills needs assessments, prepare annual capacity building and training plans in consultation with the Protection Coordinator and HR Manager and oversee execution of the plan.
  • Ensure effective staff recruitment and induction processes, and review staffing structures and staff deployment plans ensuring gender/diversity balance, paying sensitivity to ethnic/linguistic contexts and expanding opportunities for nationalisation.
  • Ensure staff are well versed on DRC’s Code of Conduct, accountability, respectful dialogue with communities, and prevention of sexual exploitation and abuse.

Supply Chain, Safety and Security

  • Develop supply/procurement plans for mobile protection activities and coordinate with Logistics/Supply Chain personnel for delivery to the field as per project planning.
  • Ensure staff compliance with security management rules and procedures. Prepare deployment movement plan for each mission, including safety context assessment, identification of extraction points and hazardous areas.
  • Ensure staff understanding of informed consent, right to withdraw and no right to remain concepts prior to deployment. Ensure participation of staff in pre-deployment safety and tailored context briefing ahead of each deployment.
  • Ensure staff have a specific mission order for deployment for assessment and interventions.
  • Liaise with mobile support staff to prepare mission documentation including cash and equipment clearances.

Coordination and Representation

  • Represent DRC and participate in cluster, coordination and other meetings relevant to protection issues, including providing presentations on assessments at protection cluster, GBV sub-cluster, child protection sub-cluster and mine action sub-cluster. Liaise with partners and local authorities/communities when it serves objectives of the programme in the area of protection at field level.
  • Engage ERRM partners and DRC semi-static protection programmes to share best practices for mobile protection assessments and responses.
  • Identify gaps in service provision to displaced communities, referring those to relevant forums or advocating with authorities or humanitarian partners for additional support.
  • Represent DRC at local level humanitarian response coordination meetings providing feedback and analysis to the Emergency Manager with recommendations for future planning.
  • Perform other relevant duties as assigned by the line manager.

  • Experience in managing complex humanitarian programming. Previous experience in emergency or conflict-afflicted setting is required. Demonstrated successful leadership experience managing a multi-disciplinary team and cross-cultural dynamics.
  • Experience in project cycle management, including proposal writing, budget management and donor reporting. Experience of coordinating activities across locations. Demonstrated experience in evidence-based monitoring and evaluation standards. Experience of designing and using tools for monitoring programme activities and achievements.
  • Experience with different donors programming i.e. BPRM, UNHCR, ECHO, OFDA, WFP and Danida preferred.
  • Proven experience of capacity building and training, including preparation of materials and facilitation and roll out of a training plan, particularly on the topics of human rights, protection mainstreaming, community-based protection, GBV principles, child protection minimum standards and protection information dissemination.
  • Knowledge of finance monitoring and follow-up tools.
  • Ability for rapid analysis of very complex issues, strong decision-making, and translation of programme learning and priorities into operational strategies.
  • Higher level of diplomatic, access negotiation and coordination skills are essential.
  • Demonstrated ability for rapid, accurate analysis of complex issues, strong decision-making and translation of programme priorities into operational strategies.
  • Experience of managing programmes in a complex and rapidly changing security context. Established capacity to deal with stressful situations, willingness to work in remote and isolated location.
