Project Background
As a dual mandated organization, Save the Children (SC) is currently implementing programs/projects both in development and humanitarian contexts in all parts of the country. Migration, Livelihood and Child Protection are among the key thematic areas where SCI is actively engaged to improve the wellbeing of children, family and community in Ethiopia.
The Ethiopia Migration Programme (EMP) is a programme, funded by the UK Department for International Development (DFID), aiming “To protect would-be migrants and refugees from unsafe irregular migration through and from Ethiopia”. Its operational areas are Addis Ababa, North Wollo, Metema and Shire. Save the Children implements this program in Addis Ababa, North Wollo and Metema with the leading organization, Danish Refugee Council (DRC) together with BBC Media Action (BBCMA), Mixed Migration Centre (MMC) and Altai Consulting (AC).
Role Purpose:
Under supervision of the project manager and in close cooperation with other protection colleagues, the Protection Monitoring Officer will develop and maintain good relations with the persons of concern and will support the implementation of SC’s protection objectives and activities to provide timely and effective protection assistance to vulnerable migrants. The position will, furthermore, be tasked to develop and adapt monitoring tools, to provide direct assistance and support to migrants with specific needs.

Reports to: Project Manager at SC and matrix management to the Protection Monitoring Team Leader (DRC)

KEY AREAS OF ACCOUNTABILITY:
- Engage in planning and conducting Rapid Needs Assessments to understand protection needs of target populations;
- Engage with services providers available for returned migrants and support the development of referral pathways/mechanisms;
- Receive referrals from different agencies, prioritize type of assistance to be provided, assign referrals to protection assistants and ensure timely individual need- based assistance and follow up is provided;
- Monitor the needs of newly arrived returnees with main focus on persons with special needs (women, children, elderly, disabled etc.); and management of individual cases when required;
- Collect intake and assistance provision and ensuring the highest standards of data protection and confidentiality;
- Plan and participate in group-based psychosocial support activities for returnees
- Provide advice and guidance as well as referrals to returnees on issues related to accessing required services
- Supervise mobile teams of Protection Monitoring and Protection Desks Assistants in urban and rural settings;
- Define in coordination with the Protection Team Leader role and responsibility of the Community Focal Points in the protection monitoring activities and train them accordingly;
- Ensure Protection components are on track, including the development of protection monitoring tools in coordination with the Protection Team Leader. These components include protection monitoring and residual individual assistance;
- Link the protection monitoring program to other relevant local stakeholders (incl. the Community-Based Networks and initiatives, service providers, etc.) where applicable;
- With guidance from the project manager and Team Leader, Provide training to the team and other relevant staff (Protection assistances, Community Focal Points etc.) on protection and humanitarian principles, human rights and international legal framework, protection monitoring, assistance to persons with specific needs;
- Participate in the Protection working groups and other platforms established for coordination of protection activities and interventions
- Under supervision of the project manager, plan and draft relevant financial and procurement documents such as PRs relevant to provision of protection assistance.

Job Requirements
QUALIFICATIONS
BA in Social work, Psychology, law or related social sciences.
EXPERIENCE AND SKILLS
Essential
- A minimum of 2 years’ direct experience working in protection assistance, experience working with refugees/returnees is strongly advantageous
- Ability to maintain confidentiality, respect, non-discrimination and safety of client at all times.
- Excellent interpersonal and problem-solving skills, creativity and flexibility.
- Excellent spoken and written English language skills.
- IT literate – Mandatory.
- A commitment to children’s rights and principles of equal opportunity
- Comfortable in a multi-cultural environment, flexible and able to handle pressure well.
- Excellent communication skills
Desirable
- NGOs Experience working in a complex multi-culture working context in any one of the protection areas
- Experience providing trainings and building capacity of staff.
