Context:

Under the direct supervision of Head of Programmes and in coordination with the PXD Regional Thematic Specialists (RTS) in North Africa and Departments at Headquarters (HQ), the Protection Officer will be responsible for the coordination, implementation and overall supervision of the Country Office’s (CO) protection programming.

Partly funded by the European Union (EU) – IOM Joint Initiative for Migrant Protection and Reintegration, the successful candidate will supervise the work of IOM Morocco’s Protection Unit, which includes the health portfolio, assisted voluntary return and reintegration (AVRR) programmes, counter trafficking (CT), unaccompanied and separated children (UASC) and child protection, direct assistance programmes as well as any other initiative related to protection. They will coordinate the supervision of all initiatives, encourage synergies among programmes and projects, compliance with administrative and programmatic procedures in coordinating project activities, monitoring financial budgets, and communicating with IOM’s partners and key stakeholders.

Core Functions / Responsibilities:

  1. Supervise the Country Office’ Protection Unit, including the planning, coordination and implementation of all technical programming, monitoring the effective implementation and financial expenditures, the preparation of required reports and quality of deliverables and services, and the conduct of monitoring and evaluation activities according to donor commitments and IOM institutional policies, guidance and tools.
  2. Act as focal point for new project development in this thematic area, as well as maintain and work to expand IOM’s current protection portfolio and to liaise, maintain and establish partnerships with identified national and international stakeholders and partners.
  3. Keep updated with policies and strategies related to migrant protection key topics (AVRR, CT, UASC, etc.) and foster an integrated rights-based protection programming, promoting engagement with targeted communities, national government and other humanitarian and developments actors to define and pilot sustainable solutions for groups in a vulnerable situation.
  4. Promote improved awareness and understanding of protection issues faced by populations on the move among IOM staff, local authorities, national and international civil society organizations, the United Nations (UN) system, diplomatic missions, media actors and any other relevant stakeholder. Coordinate the observance of international migration law standards within IOM programmes while ensuring the integration of crosscutting issues, including gender, human rights, climate change and environment, among others.
  5. Maintain positive relations and collaborate closely with national and local authorities, UNagencies and international organizations and civil society actors, non- to promote and develop advocacy initiatives and address protection problems facing vulnerable migrant populations as well host communities, in line with international and national standards and fora (Sustainable Development Goals, Global Compact for Migration, National Strategy for Immigration and Asylum, etc.).
  6. Supervise and oversee the work of the protection unit, conduct staff performance appraisals using the IOM Performance Appraisal System (PAS), identify and respond to training needs of staff, and develop and deliver professional in-house trainings as required.
  7. Liaise and coordinate internally with the other Units on relevant and cross-cutting issues and ensure efficient communication with relevant IOM offices, including the Regional Office and headquarters in all protection-related matters and any relevant priority dossiers of the Country Office.
  8. Coordinate and prepare quality reports and material related to protection, and deliver trainings and awareness-raising sessions to governmental and non-governmental partners on international migration law and key topics such as identification of vulnerable groups, protection and referral.
  9. Participate in international and national events, workshops and meetings in this programmatic area and/or others.
  10. Undertake duty travel as required, for project site review and other duties of concern to the project activities.
  11. Perform such other duties in link to protection but also to other strategic and priority areas of the mission as required.

Required Qualifications and Experience:

Education

  • Master’s degree in International Law, Social Sciences, Politics, International relations or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Experience on project development and implementation and a solid and effective management experience, including project monitoring and reporting;
  • Experience on migrants’ protection, specifically on vulnerable migrants, CT, child protection, direct assistance, health and AVRR;
  • Experience with team management/supervision; and,
  • Experience in designing and delivering trainings is an advantage.

Skills

  • Excellent organization skills, time management, analytical and problem solving;

  • Excellent computer skills, especially in MS Office applications such as MS Word, MS Excel, MS Access, Internet Explorer.
