We are looking for a highly qualified, self-motivated Protection Specialist who is able to coordinate protection activities and work with diverse teams of both national and international staff, and equipped with technical skills to develop and strengthen emergency response capacity in a highly complex crisis.

DRC is operational in South Sudan since 2005, working with the overall aim of achieving durable solutions for displaced populations. The Danish Demining Group (DDG) started Humanitarian Mine Action in 2006.

Danish Refugee Council main program objectives (2018-2020) in South Sudan are:

  1. To save lives and alleviate suffering among displaced people and their hosts
  2. To reduce displacement related risks and support and facilitate solutions
  3. To promote peaceful, inclusive and resilient societies and address root causes to displacement

DRC primarily operates across Upper Nile and Unity states, both of which are heavily affected by conflict and experience high numbers of internally displaced populations as well as refugees in need of humanitarian assistance. DRC has operational bases in Maban, Malakal, Jonglei, Greater Pibor, Kodok and Aburoc in Upper Nile and in Bentiu, Mayom, and Ajuong Thok in Unity state, supported by a country-office in Juba.

Overall purpose of the role:

Under the line management of the Head of Program, and the technical supervision of the Protection Coordinator, the Protection Specialist will provide technical guidance and support to the protection team. The Protection Specialist will directly contribute to the ongoing development and implementation of DRC’s Protection strategy in South Sudan. The role will provide technical support to various components of South Sudan protection programming which include SGBV, General Protection, Housing, Land and Property (HLP) programming) and child protection as assigned. The Protection Specialist contributes to the harmonization and rollout of tools and guidelines that support protection technical quality and overall project planning, implementation and follow up. The position will coordinate closely with Protection Managers on the implementation of activities, and monitoring and reporting with the aim to support quality and efficiency of the overall protection program.

Working closely with the Protection Technical Coordinator, the Specialist will provide technical guidance especially for the GBV prevention and response and child protection programming, and support the startup of protection programming in Jonglei state and the Greater Pibor Administrative Area (GPAA) of South Sudan. This is a new role in the and the position focus will evolve as per country office needs.

Responsibilities

Technical advice and quality

  • In close coordination with the Technical Coordinator, the Protection Specialist will contribute to the development and implementation of DRC’s sector strategy in South Sudan, as well as the harmonization and rollout of tools with a specific lead role in GBV and other protection components as assigned.
  • The Specialist will contribute to the design of GBV projects, ensuring adherence to DRC and sector standards.
  • Provide technical support and guidance to field teams to initiate prevention and response activities based on community recommendations, and implement SASA! methodology prevention activities. Incorporate relevant approaches to DRC programming like; SASA! Girl Shine and EMAP.
  • Provide specialized trainings for staff, including (but not limited to): case management, GBVIMS, PSS, GBV mainstreaming, GBV prevention approaches for the community, economic empowerment initiatives
  • Lead in the development of SoPs and technical guidance and standards for GBV and other assigned protection components.
  • Work closely with Protection TC and GBV Managers to ensure all programming and minimum standards are met.
  • Undertake field visits to monitor the quality of implementation and provide technical advice and customized and need based capacity building to field protection and GBV staff as necessary.
  • Support the Protection Coordinator in developing and implementing a protection analysis at area level (in coordination with Area based teams) as well as stay abreast of developments that have an impact on the protection environment in South Sudan and provide ongoing analysis on key issues on a regular basis
  • Work closely with Technical Coordinator and Protection/GBV Project Manager on ongoing identification of needs of communities and gaps in Protection services within DRC’s areas of intervention
  • In coordination with the Protection Coordinator and Protection/GBV Project Managers assess training and development needs within the Protection team, develop a capacity building plan and implement the plan with support from the Protection Coordinator
  • Support the Protection Coordinator and Protection/GBV Managers in providing protection related training and capacity building to non-protection staff
  • Support the Protection/GBV and MEAL teams with monitoring and evaluation of the protection program with a specific focus on development of indicators and relevant tools for outcome level measurement
  • Support the Protection/GBV teams as required with the preparation of high quality and timely narrative reports for donors
  • In close collaboration with the Protection TC and Managers support in the preparation of high quality proposals in line with the overall country and sector strategy including through provision of field specific context analysis, technical sector specific analysis, beneficiary information and feedback on the concept
  • Support integration of Protection interventions with other core sectors, ensuring close collaboration between field teams and ongoing adherence to Area Based Approach

Coordination, representation and advocacy

  • Collaborate with relevant internal and external experts, relevant coordination bodies, local partners and INGOs.
  • Serve as a focal point representing DRC in various TWG, including but not limited to GBV and others TWG as assigned.
  • Represent DRC at relevant technical coordination meetings as delegated by supervisor and the Protection Coordinator
  • Ensure a strong collaboration and integration with other DRC sectors (including Camp Coordination and Camp Management, Shelter/NFI, WASH, FSL and Humanitarian Disarmament and Peacebuilding teams)
  • Monitor and analyse main GBV concerns and advocate with relevant stakeholders with the aim of mitigating risks.
  • · Support the use of protection monitoring results and trends to inform current and future DRC programming and advocacy efforts as well as programming and advocacy efforts across the wider humanitarian response

Staff capacity building;

· Identify areas of improvement and potential gaps in technical protection capacity of DRC staff;

  • Build capacity of staff and partners on protection and GBV
  • Ensure training and capacity building of all DRC staff on Protection mainstreaming, PSEA, Age, Gender and Diversity (AGD)
  • Identify professional growth opportunities and staff exchanges for the protection team

Other;

  • Support initiatives to ensure the respect of DRC Code of Conduct and DRC’s zero tolerance policy of Sexual Exploitation and Abuse
  • Any other duties as assigned by the Head of Programs, relevant to the achievement of DRC South Sudan Protection objectives

About you

  • University or Master’s degree relevant to humanitarian work: preferably in law, social work, gender studies, social sciences or humanitarian aid
  • 5 years proven experience in management/technical support of international protection/GBV programs, including in Gender Based Violence prevention and response. Experience in General Protection, Housing, Land and Property and Child Protection an advantage.
  • Solid experience in SGBV programming, standards and experience in conflict and disaster affected countries. Experience in implementing approaches like SASA! EMAP and Girl Shine.
  • Demonstrated experience in providing training on protection, GBV, GBVIMS, PIM, protection mainstreaming, PSEA, etc.
  • 3 years of experience working directly with displacement and conflict affected population and ideally solid knowledge of the South Sudan context and of the protection and GBV issues faced by IDPs, host community, returnees and other marginalized groups in the South Sudan context
  • Significant knowledge of International Humanitarian and Human Rights Laws, particularly International standards relating to the protection of IDPs
  • Demonstrated experience with protection analysis and protection strategy implementation including proven capacity to document, summarize and analyze protection data and to share information in a clear and systematic manner
  • Demonstrated capacity to effectively train and develop skills of protection and non-protection staff
  • Knowledge of Age, Gender and Diversity mainstreaming and Protection mainstreaming
  • Extensive experience in reporting and project development, excellent writing skills in English
  • Proven strong analytical and communication, representation, negotiation, advocacy and diplomacy skills;
  • Experience working and living in a challenging security environment and under strict safety rules and willingness to travel to conflict affected areas
