Introduction

UNCDF has launched a five-year project (2024–2029) in Uganda called “FinWise,” focused on enhancing access to capital for micro and small businesses through inclusive digital finance. In partnership with the Mastercard Foundation under the 10X Project (2024–2027), the initiative aims to support youth-led MSMEs in the digital economy by improving operational efficiency, market access, and financial inclusion via digital platforms. The project targets 84,000 enterprises—60,000 of which are expected to be women-led—to access digital loans, device financing, and working capital. Implemented in collaboration with Outbox, Refactory, and Women in Technology Uganda, the initiative focuses on financially disadvantaged female youth across 40 districts in sectors such as trade, technology, agriculture, and tourism.

Scope of the Tender

UNCDF is seeking a qualified entity to manage and provide technical assistance for an Innovation Fund focused on data-driven fintech lenders, particularly those in early or mature stages. Over 24 months, the selected entity will support the development and scaling of 12 data-driven lending models by administering a USD 440,000 fund. This includes disbursing financial support to eight fintech lenders—two device financing companies (up to USD 100,000 each) and six device distribution and financing startups (up to USD 40,000 each). Additionally, the entity will provide technical assistance to six fintech lenders, including the two device financiers and four working capital lenders. The entity will work closely with UNCDF, disburse funds based on milestone achievements, and is expected to quote fees for fund management and advisory services.

UNDP role in UN coordination

UN coordination is a key priority for UNDP and a commitment in our Strategic Plan. The UNDP Administrator is the Chair of the UN Development Group (UNDG), which unites the funds, programmes, specialized agencies, departments and offices of the UN system that play a role in development. Created by former UN Secretary-General Kofi Annan and endorsed by the General Assembly, the UNDG seeks to ‘facilitate joint policy formulation, encourage programmatic collaboration and realize management efficiencies’ among UN agencies.

At the country level, this interagency structure is embedded in the Resident Coordinator System (RCS), which encompasses all organizations of the United Nations system with operational activities for development. The RCS is managed by UNDP on behalf of the entire system. The Resident Coordinator function is carried by the UNDP Resident Representative. As the designated representative of the Secretary-General, the Resident Coordinator is the leader of the UN Country Team (UNCT) and plays a central role in coordinating the UN’s development operations and ensuring alignment with national priorities. UNDP provides the lion’s share of the resources needed to maintain the RC system in over 130 countries. The remainder of the RCS funding comes from a cost-sharing arrangement between all participating agencies.

UNDP also administers the UN Capital Development Fund, which helps developing countries grow their economies by supplementing existing sources of capital assistance by means of grants and loans; and UN Volunteers, which fields over 6,000 volunteers from 160 countries in support of peace and development through volunteerism worldwide.
