Providing psychological support to patients (migrants and deportees) according to MSF principles, standards and procedures in order to improve the patients’ mental health.

In effort to control spread of covid-19 disease transmission, the government of Ethiopia on 23 March 2020, imposed a 14-day mandatory quarantine period for all travellers arriving in Bole International Airport. This includes MSF`s direct beneficiaries, the KSA migrant deportees.  One of the major   quarantine center for these deportees is in Addis Ababa Science and Technology University (AASTU) located in Kilinto.

Taking this in to consideration, it has been decided that the migrant project in MSF Spain temporarily moves it´s activities in the quarantine canter where our direct beneficiaries are currently located. The new activities include IPC (Information, Protection & control), Mental health services and Health Promotions.

MSF staff working inside the AASTU quarantine center will be on roster and there will be 2 teams (one after the other for five weeks period) supporting and living inside the AASTU compound. Staff will be working for three weeks and will be in quarantine for another two weeks and will have paid leave for a week after. Therefore full relevant trainings, PPE (personal protection equipment), accommodation, food, internet access and reduced working hours will be provided to those MSF staff members.)

Accountabilities

•             Carrying out evaluation of mental health needs of patients and establishing a diagnosis and a plan of treatment. Informing the patient and his/her relatives about the possible consequences of the illness and the drug treatment to follow and referring patients to other health professionals whenever necessary, in order to provide the most appropriate/integral treatment and improve the patient’s condition.

•        Providing psychological support to beneficiaries at airport, TCC, quarantine centers or any other MSF related structure with the response activities to the beneficiaries.

•             Providing individual psychological support and psychotherapy sessions to patients according to MSF protocols in order to improve their mental health conditions.

•             Ensuring psychological treatment is under the principles of confidentiality, impartiality and non-judgment.

•             Providing to patients according to MSF protocols in order to improve their mental health, group interventions: Psychotherapeutic, counselling group sessions, psycho-education, group discussions, trust-building activities, psycho-stimulation and community mobilization activities.

•             Implementing the Sexual Gender Based Violence (SGBV) protocol, identifying possible victims providing psychological support and referring to medical team to receive the necessary complementary medical treatment.

•             Implementing the torture and ill treatment’ victims protocol, identifying possible victims, providing psychological support and referring to medical team to receive the complementary necessary medical treatment.

•             Implementing the Psychiatric patients protocol, identifying possible psychiatric patients, providing psychological support and referring to the medical team so that they receive the necessary medical treatment.

•             Assisting and training staff members and resourceful people, whenever necessary in order to enhance the scope of MH activities.

•             Working in close collaboration with cultural mediators in order to ensure appropriate terminology and behaviour during individual, group and collective activities.

•             Working in close collaboration with the medical staff during individual, group and collective activities, which require medical-mental health care, in order to provide the most appropriate and integral treatment to the patients.

•             Support and contribute activities related to advocacy.

•             Collecting statistical and monitoring data about mental health activities

•             Informing the mental health supervisor and mental health activity manager any issues or problems that may arise related to patients’ treatment in order to provide the best possible solution.

Following MSF’s protocols, standards and procedures, in order to create links with the communities and contribute to the visibility an acceptance of MSF.

MSF Section/Context Specific Accountabilities

·        Willingness and ability to work in quarantine centers and other spaces related to COVID-19 and mental health care for immigrants and deportees, and follow all the IPC recommendations.

·        Willingness and ability to work at the airport and/or treatment Counseling Center (TCC)

·        Willingness and ability to work mornings, afternoons, nights shifts, saturday  shifts.

·        Willingness and ability to fill positions in case a replacement is required.

·        Understand and follow all IPC protocols, during interventions that require it

Job Requirements

Education·        Essential degree or diploma in Psychology

·        Desirable master’s degree in clinical psychology

Experience·            Essential 3 years’ experience minimum as a clinical Psychologist

·            Previous experience with MSF or other NGO’s

·            Previous experience in developing countries

Languages·        High level (white, speak, hear) English and Amharic mandatory.

·        Desirable Tigrigna and / or Oromiffa

Knowledge·        Essential medium computer knowledge (word, excel, PPT, mails, internet)

Médecins Sans Frontières (MSF) was founded in 1971 in France by a group of doctors and journalists in the wake of war and famine in Biafra. Their aim was to establish an independent organisation that focuses on delivering emergency medicine aid quickly, effectively and impartially.

Doctors Without Borders

Three hundred volunteers made up the organisation when it was founded: doctors, nurses and other staff, including the 13 founding doctors and journalists.

MSF was created in the belief that all people should have access to healthcare regardless of gender, race, religion, creed or political affiliation, and that people’s medical needs outweigh respect for national boundaries. MSF’s principles of action are described in our charter, which established a framework for our activities.

MSF's first missions

MSF’s first mission was to the Nicaraguan capital, Managua, in 1972, after an earthquake destroyed most of the city and killed between 10,000 and 30,000 people.

In 1974, MSF set up a relief mission to help the people of Honduras after Hurricane Fifi caused major flooding and killed thousands of people.

In 1975, MSF established its first large-scale medical programme during a refugee crisis, providing medical care for the waves of Cambodians seeking sanctuary from Pol Pot’s oppressive rule.

In these first missions, the weaknesses of MSF as a new humanitarian organisation became readily apparent: preparation was lacking, doctors were left unsupported and supply chains were tangled.
