The overall scope of the District Governance Strengthening (DiGS) project is to help Zambian citizens and the Government of Zambia strengthen the sub-national system of governance for devolved service delivery that is more responsive to citizen needs. The program will engage national and sub-national authorities to expand the capabilities of district-level governance bodies to deliver sustainable development outcomes, increase effective citizen and private-sector involvement in development planning and monitoring, and improve public financial management and local revenue generation.

Position Description/Summary: Under the supervision of the Chief of Party, Deputy Chief of Party and/or Senior Technical Adviser, and in close coordination with other technical experts, the main focus of the Public Financial Management (PFM) Specialist will be to design and implement locally-driven approaches to enhance the effectiveness of municipal governments, including service delivery, accountability and ability to mobilize financial and human resources, as well as encouraging citizen engagement in communal governance. He/she will support the sub-national governance system to become more responsive to citizen needs, generate and accountably expend revenue, and improve service-delivery outcomes. This will entail considering the relationships among local authorities, line ministries and central institutions relevant to sub-national governance; evidence-based decision making; own-source revenue generation; inter-government fiscal transfers; transparent financial management and appropriate organizational structures; and performance ratings and methods to incentivize performance. Thisis anticipated to be a five year role.

Key Responsibilities:

* Provide expert advice in various specialized fields of Public Financial Management, covering all aspects of public revenue and expenditure management including, but not limited to, forecasting, budgeting, monitoring and reporting tax and fee-based sources of revenue and expenditures in a transparent manner.

* Provide factual and analytical background reports, collect data, and prepare/review reports related to local service delivery and local governance.

* Monitor, evaluate and analyze implementation of local service delivery programs related to health, education, nutrition, agriculture, natural resources conservation, enterprise development, and other service delivery policy areas.

* Serve as an expert resource and/or technical advisor on a range of PFM issues.

* Develop and promote strategies to engage national government and local government (provincial, district, and traditional) stakeholders to support own-source revenue generation; inter-government fiscal transfers; transparent financial management and appropriate organizational structures; and performance ratings and methods to incentivize performance through project activities.

* Coordinate with the Monitoring, Evaluation, and Learning (MEL) team to develop and implement relevant PFM indicators across project activities.

Qualifications:

* Bachelor’s degree (master’s degree preferred) in public administration, economics, finance, business administration, or a related field.

* Minimum seven (7) years of experience in public financial management and strengthening, revenue generation, fiscality and transparency in Zambia.

* Demonstrated experience in providing technical assistance, capacity building, mentorship, change management, and training in PFM systems and processes, both at the national and sub-national levels.

* Previous experience supporting government revenue generation and expenditure systems.

* Deep contextual understanding of municipal governance in Zambia.

* Established professional relationships with municipal officials working in the local governance sector.

* Ability to work independently and produce timely and high-quality results.

* Ability to live, work, and travel within Zambia.

* USAID experience preferred;

* English language fluency (oral and written) is required;

* Excellent interpersonal and communications skills;

* Zambian nationals strongly encouraged to apply.

Tetra Tech is helping to improve the capacity of non-governmental organizations (NGOs) and civil society organizations (CSOs) to increase the practical knowledge of vulnerable Iraqis of their rights, responsibilities, and remedies under the law. The program aims to increase the competence and availability of legal professionals assisting vulnerable populations, and to improve government processes to facilitate access to government services and legal remedies. The program has a particular emphasis on improving access to justice for women and youth.

We are managing an $8.25 million grants program that provides funds to Iraqi NGOs, law schools, and bar associations operating in 13 of the 18 Iraqi provinces. The program has disseminated more than 60,000 public awareness materials, supported 4,842 legal cases on behalf of vulnerable Iraqis, established 30 grassroots legal clinics, and provided more than 32,000 person-days of education to vulnerable Iraqis on their legal rights; more than 75 percent of participants have been women.

In addition, five universities have launched legal clinic practicum courses and have established law school legal clinics providing legal services to vulnerable Iraqis.
