Background

The Sustainable Development Goals Center for Africa (The SDGC/A) is an autonomous non-profit international organization headquartered in Kigali, Rwanda and recently it opened a Regional Center for SADC member states in Lusaka, Zambia. The SDGC/A was opened in July 2016 with the mission to support governments, civil society, businesses and academic institutions to accelerate progress towards the Sustainable Development Goals (SDGs). The SDGC/A wants to recruit a Public Health Analyst to work with multidisciplinary team at The SDGC/A and other partners towards supporting policies, strategies, advisory and training frameworks; and program implementation with focus on SDG 3 to accelerate achievement of SDGs in Africa by 2030.

Job Purpose

Under supervision of the Regional Director, the Health Policy Analyst will facilitate designing health programs and provide policy advice to governments and other health stakeholders in line with implementation of SDGs and Agenda 2063. He/she will be responsible to drat reports related to health status in Africa and in particular in SADC member states. From time to time, he/she will participate in mobilizing resources for health initiatives and African health Fund.

Key Functions

1. Health Programming

§ Providing health programming and advisory focusing on realizing health targets and achievement of the SDGs in Africa by 2030;

§ Supporting planning process and delivery of on-going and future SDGs health related programs; and

§ Formulating of new health project proposals and work plans ad ensure timely implementation and completion with both progress and final reports.

2. Policy Analysis

§ Conducting public health research and produce reports highlighting health status and appropriate recommendations to policy makers in Africa;

§ Drafting of public health policy briefs, guidance and concept notes to be used as benchmarks in health policies and interventions; and

§ Advising African countries’ health technical teams on health sector gaps, policy reforms, funding and capacity building with focus to achieve of the SDGs in Africa.

3. Coordination

§ Harmonizing current strategies and designing future tactics among non-governmental stakeholders and African countries on health interventions in order to fill identified gaps in health sector;

  • Organizing conferences and technical workshops to discuss on health issues in Africa and follow up with implementation and reporting of passed resolutions; and
  • Supporting health teams to track and disseminate reports on health based on health SDGs targets, indicators and priorities.

4. Advocacy & Communication

§ Preparing communication and advocacy materials to support mobilizing, fostering and strengthening strategic partnerships among African states, donors and other organizations including UN bodies;

§ Gathering data and updating African Monitoring and Reporting System with health related information from reliable sources; and

§ Documenting and sharing best practices and lessons learned in health sector and encouraging replication such observations in other places across the continent.

Qualifications and Skills

Education and Skills

§ A minimum master degree in Public Health, Community Health, Health Administration, Epidemiology, Biostatics, Policy Analysis or Health Sciences with at least ten years of working experience, PhD holders are desired;

§ Demonstrated skills in policy analysis, research, capacity building with experience of working with governments and international organizations in African perspectives;

Language

English is a formal language of communication at The Center, fluency in English, both written and oral is required for this position, added international language such as French, Arabic and Portuguese is added advantage.

Deliverables

§ Produced reports, research, plans and policy analysis;

§ Updated health data on SDGs Monitoring and Reporting System;

§ Number of concept notes produced/initiated programs;

§ Coordinated capacity building sessions and organized conferences/workshops on health issues.
