Proposal Summary:

The anticipated USAID project aims to upgrade the effectiveness of public financial management, improve fiscal management, budgeting and expenditure control as well as promote greater budget efficiency, transparency and accountability. This is expected to be a five-year project.

Position Summary:

MSI seeks a Public Investment Planning Expert for this expected project. The candidate will provide technical assistance, advisory services and training to Egyptian government officials to enhance their management practices of public investment funds on the macro and project levels. This is a full-time, long-term position.

Responsibilities:

  • Work with the Ministry of Finance, Ministry of Planning, line ministries and other government officials to map the public expenditure cycle and identify areas of improvements
  • Develop action plans and tools to address weakness in the capital investment cycle
  • Work with Egyptian counterparts to implement improvements at the national level and at the entity level
  • Work with planning authorities in Egypt to ensure that government entities are proposing projects based on identified needs and sound economic and social benefits.
  • Carry out training of trainers and capacity building programs for Egyptian government officials.
  • Work with the senior leadership of the project to develop tools and systems to provide technical assistance to the GoE entities in the area of sectoral planning.
  • Work with the MoF/MoP to develop training materials and tools that will be used to provide technical assistance and capacity development to GoE entities in preparing their public investment projects.
  • Train a group of staff from MoP/MoF to become trainers to provide assistance in planning to line ministries, governor offices and commissions.
  • Work with MoP to ensure that their plans are communicated down to the local level and that spending units are capable of properly planning for the socio-economic development of their communities.
  • Prepare reports and presentations as needed.

Qualifications:

  • Graduate degree in urban planning, engineering or relevant fields with a minimum of 10 years of progressive experience with the following skills:
    • Ability to develop strategic plans based on community needs.
    • Ability to analyze complex situations and provide sound advice.
    • Ability to work with government officials with diplomacy and professionalism.
    • Ability to analyze data and generate reports.
    • Ability to train other and work with multiple teams.
    • Professional fluency in Arabic and English.
  • Experience working on USAID-funded projects preferred.
