We are currently seeking qualified Public Sector Reform Specialist candidates for the anticipated USAID-funded Integrated Management of Cultural Tourism (IMCT) Activity.
Program Description:
The objective of the 4-year activity is to increase tourism revenues and local economic benefits, including increased employment and business opportunities, in the cultural tourism sector at targeted destinations. The four results of the IMCT activity are:
- Consolidation and reinforcement of GOE efforts to improve the enabling regulatory environment for investment in sustainable cultural heritage tourism; consolidated/reinforced;
- Selected cultural heritage sites rehabilitated and financially sustainable;
- Higher-value added tourism products and services developed at target destinations; and
- Capacity to promote cultural tourism in target destinations enhanced.
Position Description:
The Public Sector Reform Specialist will lead and coordinate delivery of project activities under Result 1 in the scope of work and advise on the institutional reform efforts within the Government of Egypt (GOE). Working closely with the GOE, he/she will analyze, remove barriers, and test models of public-private partnership in the area of cultural tourism, to achieve project results. In addition, the Public Sector Reform Specialist will also (1) facilitate completion of a detailed analysis of the formal and informal, public and private systems, currently governing the management of cultural heritage sites at the targeted destinations, highlighting strengths and weaknesses; and (2) apply the lessons learned and recommendations gathered from the analysis to the overall implementation strategy for each of the four Results in the SOW. The analysis will assess the comprehensive legal framework governing the management of Egyptian cultural heritage sites, will include long and short-term recommendations to streamline current policies to support the achievement of the project results. This Public Reform specialist will provide technical assistance and work closely with the GOE to examine the usefulness of the proposed changes and their impact on the sustainable management of Egypt’s cultural resources, at the targeted destinations during the life of the activity and make final recommendations at the conclusion of the activity.
Minimum Requirements:
- A degree in management, public administration, political science, governance or related social science field (Master’s preferred).
- Demonstrated professional experience in the areas of public sector reform and institution building, providing technical advice to the highest levels of Egyptian government in developing strategic policy reforms and capacity building strategies.
- Demonstrated experience providing capacity-building expertise to public administration officials.
- Excellent verbal and written communication skills in English and Arabic.
