Overview:

IBTCI is currently implementing the USAID-funded Somalia Program Support Services (SPSS) that covers a period of five years, from 2014-2019. The primary goal of SPSS is to provide ongoing monitoring, verification, and evaluation support to USAID/Somalia that informs programming through delivery of timely qualitative, quantitative, and analytical information to assist USAID in meeting its short, medium, and long term monitoring objectives in Somalia.

SPSS is planning to conduct monitoring and verification of approximately 500 site visits being implemented by USAID implementing partners in Somalia from October 1, 2017 to September 30, 2018. A large volume of quantitative data is anticipated much of which will be generated in real-time. In preparation for this exercise, SPSS is seeking the services of qualified and experienced consultant to provide support in qualitative data analysis. The consultant will be part of the IBTCI-SPSS verification team, helping to deliver timely, accurate, reliable, and verifiable qualitative data to be used to prepare and submit the MVR reports to USAID. This is a short term consulting position with a period of performance from November 12, 2017 – August 24, 2018 with approximately 57 level of effort days. The position is based in Nairobi, Kenya.

Essential Duties/Tasks and Responsibilities:

For each of the four rounds of monitoring and verification, the consultant will complete the following tasks:

  • Review all the approved SPSS monitoring, verification and reporting data collection tools, protocols; paying particular attention to the open-ended questions used to collect qualitative data and ensuring that the tools are easy to use by the TPMs.
  • Respond to SPSS feedback to correct, enhance or otherwise revise data collection tools within defined timelines.
  • Develop a qualitative data analysis plan for each tool to ease the preparation of data output tables and related reports.
  • Clean-up the collected qualitative data to ensure that only clean data goes into the analysis.
  • Not later than a week since start of MVR data collection (using NVivo); provide an analysis of sub-sample of data of the first cases conducted in the field, along with corresponding metadata.
  • Generate outputs to be used for level one (individual site visit) report writing.
  • Participate in drafting of qualitative analysis sections and sub-sections of individual IP reports, consolidated report, and the regional government reports paying particular attention to the qualitative aspects of these reports.

Required Knowledge, Skills and Abilities:

  • Experience using qualitative data processing applications, such as Nvivo or Atlas.ti
  • Impeccable English language skills with the ability to write succinctly, coherently and effectively, with a very strong attention to detail
  • Strong organizational skills and demonstrated ability to work methodically with large volume of data, and large numbers of reports, avoiding any version control issues.
  • Strong communication and inter-personal skills required for working with multi-culture, multi-lingual and multi-ethnic teams in fragile environments
  • Ability to produce consistent quality products under tightly-defined deadlines
  • Knowledge of USAID style guidelines an added advantage
  • Practical experience in development and use of qualitative tools

Minimum Requirements:

  • At least three years of experience in Program Development, Monitoring and Evaluation work
  • Practical work experience in qualitative research and studies with a strong bias towards research, monitoring and evaluation
  • Excellent written and oral English language skills
  • Strong attention to detail, with a demonstrated ability to work with large volumes of data and reports

Education: A Bachelor’s Degree in the Social Sciences, Humanities or Statistics is required. A Master’s degree will be an added advantage.

Supervisory Responsibility: This position does not have any supervisory responsibilities.

Travel: International travel is not required for this position.
