SUMMARY OF ROLE

IntraHealth is seeking candidates for the role of Quality Assurance Advisor for an anticipated five-year, USAID-funded Voluntary Medical Male Circumcision (VMMC) activity in Namibia. The program seeks to expand access to high quality lifelong biomedical intervention that will avert new HIV infections among young boys and men. Through key activities, the project will support the Government of the Republic of Namibia (GRN) Ministry of Health and Social Services (MOHSS) and the private health sector in the delivery of high quality safe medical male circumcisions.

The Quality Assurance Advisor will provide technical assistance for VMMC and early infant male circumcision (EIMC) continuous quality improvement (QI) interventions. This position will work closely with the DCOP/Technical Director and the MOHSS to routinize QI assessments and standards and train additional health care workers and sites on the use of QI. S/He will support the design, implementation, and evaluation of VMMC QI interventions for the project.

This position is contingent upon award and approval by USAID.

ESSENTIAL FUNCTIONS

  • Participate in MOHSS led efforts to refine methods and systems for quality improvement of HIV and AIDS services.
  • Develop norms and standards for QI processes in the delivery of high impact HIV prevention services.
  • Provide technical assistance and organize and deliver training on VMMC QI tools and techniques.
  • Conduct field visits to monitor the quality of VMMC services.
  • Document best practices/lessons learned in implementing VMMC QI initiatives.
  • Maintain regular communications with MOHSS and undertake special assignments from the MOHSS and other partners to strengthen QI processes.

MINIMUM REQUIREMENTS

  • Master’s Degree in Nursing Science with relevant public health experience.
  • At least 10 years work experience in providing quality health care and clinical risk management services.
  • At least five years of experience in providing technical assistance to HIV/AIDS programs, including development and provision of HIV clinical training, performance improvement, quality improvement, and clinical mentoring. Experience in the implementation of VMMC programs is highly preferred.
  • Excellent knowledge of International Quality Improvement Standards.
  • Demonstrated knowledge of infection control protocols.
  • Proven expertise in implementing quality assurance systems for HIV/AIDS interventions. Familiarity with PEPFAR Quality Improvement initiatives such as Site Improvement Monitoring Systems (SIMS) preferred.
  • Demonstrated expertise in adult learning and training methodologies.
  • Exceptional interpersonal communication, teamwork, partnering and consensus building skills. Proven capacity to direct, develop, manage and inspire a multidisciplinary and professional team in the Namibian health sector.
  • Ability to prioritize among competing demands with minimal supervision in a strict deadline environment.
  • Willingness to travel within the country.
  • Advanced oral and written English communication skills required.
  • Computer literacy in Microsoft Word, Excel, PowerPoint, and other software.
