JOB PURPOSE

Under the overall guidance of the READ II, Senior Community Outreach Advisor, the Quality Assurance Specialist is primarily responsible for providing technical insights and technically assist planning, monitoring, evaluation and learning of the READ II, Community Outreach project implementation. He/she will provide a technical oversight on Monitoring, Evaluation, Accountability and Learning (MEAL) activities for the READ II implementation across the six regions of Ethiopia that targets to improve the reading proficiency and educational attainment of 15 million children.

The Quality Assurance Specialist is expected to technically guide the READ II community outreach team planning, monitoring, evaluation and learning initiatives to ensure evidence- based READ II programming.

Major Responsibilities:

  • Develop MEL tools, databases and reporting templates for the project team.
  • Train staff on mobile data collection/tracking tools and apps to collect and analyze data.
  • Lead the development and management of the READ II, Community Outreach database.

  • Develop the community outreach learning hubs standards in the READ II target woredas.
  • Build filed staff capacity building  on project management functions (planning, implementation, monitoring, evaluation and learning)
  • Provide timely and quality support to the field office and READ II local sub awardees to conduct assessments and evaluations; i.e. support in developing the data collection tools, data analysis and report writing.
  • Document and share the READ II-Community outreach success stories to partners, donors and the government.
  • Organize READ II Community Outreach program review workshops to project staff, local implementing partners (LIPs) and the government.

  • Travel to the filed to monitor the progress of the project implemented by WV and LIPs.

  • Represent READ-II, community outreach team in MEAL related forums, meetings and seminars.

  • Compile and submit periodic reports (monthly, quarterly , bi-annual and annual )  for review to Sr. community outreach Advisor

Job Requirements

Qualifications:  Education/Knowledge/Technical Skills and Experience

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

BSc in Statistics, Economics, Development Studies or related field.

Knowledge and skills

 

Excellent analytical and report writing skills
Experience in database design and management
Experience in qualitative research
Strong team work and partnership management skill
Facilitation of workshops , surveys and studies
Ability to work within tight deadlines
Strong IT skills
  •  Work Experience: 
§  Have a total of 5 years of relevant experience for BA holders   while 3 years of experience for MSC/M.A holders.
§  Have more than 2 extensive experiences in scientific research, monitoring, evaluation and learning with donor and INGO environment.
§  Experience in coordinating research agenda where NGOs, research institution has involved
§  Strong knowledge of quantitative and qualitative research methodologies, learning methodology synthesis, presentation, review and evaluation and report writing skills.
§  Demonstrated field experience in collecting, manipulating, synthesizing and analyzing learning data
§  Demonstrated capacity to use project information to advance strategic goals and provide data for decision-making
