Project Background

National Biogas Programme of Ethiopia (NBPE) has been under implementation since 2009 in 4 large regional states of Ethiopia, namely Amhara, Oromia, SNNPR and Tigray, funded by DGIS through the Africa Biogas Partnership Programme (ABPP). Hivos is the fund manager and SNV provides technical assistance.

The Government of Ethiopia also provides funding for the investment incentive (subsidy) for end-users. With a residual fund for technical assistance in NBPE Phase II, SNV is supporting in a limited way, biogas injera stove market development in Ethiopia.

In the meantime, SNV together with Ministry of Water, Irrigation and Energy (MoWIE), is managing the scale up phase of the programme (NBPE+) with co-funded by European Union and govern of Ethiopia. NBPE+ runs in 8 regions of Ethiopia, including 4 new programme regions (Afar, B/Gumuz, Gambella and Somali.

1        Objective and Scope of the Mid Term Review  Assignment

The objective of the Mid Term Review (MTR) as it has been envisaged in the programme document is to stock-take the performance and appropriateness of the approach and strategy. Moreover, it is also to provide the opportunity to review the programme, including review of the investment incentive (subsidy) rates and the decreasing investment incentive (subsidy) rates, and provide recommendations for the necessary course of correction in this programme or a potential follow up phase. The MTR also looks into and recommends an exit strategy, for the donor in particular, in view of carbon revenue generation and other sector development and financing situations.

Job Description

Among others, the consultants may conduct the following broad and major activities for the assignment:1)   Desk review with relevant documents supplied by SNV, after consultation with MoWIE/NBPCU;2)   Preparation of inception report and submission to SNV, for approval;3)   Meeting with key stakeholders in Addis Ababa, including MoWIE, NBPECU Ministry of Finance, EU Delegation to Ethiopia and SNV;4)   Select and field visit 2 larger programme regions and 2 new programme regions, to interview key stakeholders at the regional capital cities. This includes visit to few biodigester households in at least one district of a region;5)   Drafting the MTR report and presenting in a validation workshop; and6)   Finalisation and submission of the MTR report.

Qualifications

The MTR will be undertaken by an international consulting firm with sound experience in reviewing complex development programmes in developing countries, preferably in Africa. The team must consist of international and national consultants, with the following qualification and field of expertise: 1.    International Consultanta.    Team Leader (28 days) – with a master’s degree in engineering, economics, management or another relevant field and minimum of 15 years’ experience in development field, including in development programme evaluation and review, preferably in a national biodigester programme (this exclude the involvement  in NBPE+ as conflict   of interest) , in the context of international development in developing countries. English language proficiency is a must.  2.    National Consultants (Ethiopians) a.    Development Programme Expert (18 days) – with a master’s degree in economics, management or another relevant field and minimum of 12 years’ experience in development field, including in development programme evaluation and review, in the context of international development in Ethiopia. English language proficiency is a must.  b.    Rural Energy Expert (18 days) – with a master’s degree in engineering, economics, management or another relevant field and minimum of 12 years’ experience in development field in Ethiopia, including in development programme evaluation and review, with significant hands-on experience in the rural energy sector in Ethiopia. English language proficiency is a must.  To prevent any conflict of interest, consultant previously engaged with NBPE+ project will not be considered but other national BIOGAS programme experience will be a plus ( this clause is valid for all the three consultants)The professional working days for the 3 team members, are indicated above, including travel time. The total duration of the assignment will be 4 months from the date of signing the contract. However, the assignment can start only after November 12, 2019. The Team Leader will make two trips to Ethiopia – one for the meetings and field visits and the other for the validation workshop. SNV will separately organize the workshop.
