Building Resilient Communities in Somalia (BRCiS) is a Consortium of national and international organizations whose objective is to support and guide vulnerable communities in Somalia in building their resilience capacities, in their own ways. The Consortium was started in 2013 as a capstone project of Department for International Development (DfID) to rethink humanitarian aid delivery and since then has grown to a globally relevant resilience consortium with active funding of more than 100 million USD, serving more than 500 communities in 36 districts across Somalia.
BRCiS’s objective is to reinforce target populations’ capacities to withstand cyclical and minor shocks with the aim of decreasing the number of people in a state of crisis. BRCiS adopts a holistic approach to resilience, which seeks to respond to the immediate humanitarian needs of targeted households and communities, while tackling the root causes of vulnerability and destitution. Community engagement lies at the heart of all activities implemented by BRCiS with interventions cutting across multiple sectors including but not limited to WASH, Health and Nutrition (H&N), Food Security and Livelihoods (FSL), Financial Access, Natural Resource Management (NRM), Early Warning and Early Action (EWEA), Gender as well as Cash and Voucher Assistance (CVA), etc. Relatedly, BRCiS is committed to evidence-based programming and adaptive management of its programmes, guided by an active learning strategy and research agenda.
In recent years, the CMU M&E Department implemented several large-scale projects to enhance the evidence base for resilience programming: 1) with implementation support from its Members, the team has coordinated a baseline survey with 6000 Somali households to learn more about their shock exposure and coping strategies 2) conducted the first information ecosystem assessment ever done in Somalia interviewing close to 1000 vulnerable households to better understand their information access and news consumption patterns 3) has built up a database which collects high-frequency data on 30 early warning indicators covering 36 district Somalia to help the Consortium better anticipate and respond to shocks and stresses. Currently, the M&E Department has several other ongoing research and M&E projects which requires the close involvement of the selected candidate. To name a few, these will involve 1) the cleaning and the analysis of a panel dataset consisting of high-frequency phone surveys to study how vulnerable households cope with shocks across seasonal cycles 2) analysis of the Consortium’s annual resilience surveys 3) data management and analytical support to analyze how providing long-term and predictable cash-transfers affect the well-being and resilience outcomes of different livelihoods groups in Somalia.
