We are looking for a highly qualified, self-motivated CCCM Manager who is able to work with diverse teams of both national and international staff as well as local government authorities, UN agencies, I/NGOs and other partners under difficult, stressful and sometimes insecure conditions. DRC is operational in South Sudan since 2005, working with the overall aim of achieving durable solutions for displaced populations. The Danish Demining Group (DDG) started Humanitarian Mine Action in 2006.

Danish Refugee Council main program objectives (2018-2020) in South Sudan are:

  • To save lives and alleviate suffering among displaced people and their hosts
  • To reduce displacement related risks and support and facilitate solutions
  • To promote peaceful, inclusive and resilient societies and address root causes to displacement

DRC primarily operates across Upper Nile and Unity states, both of which are heavily affected by conflict and experience high numbers of internally displaced populations as well as refugees in need of humanitarian assistance. DRC has operational bases in Maban, Malakal, Kodok and Aburoc in Upper Nile and in Bentiu, Mayom, and Ajuong Thok in Unity state, supported by a country-office in Juba.

DRC recently developed important multi-sectorial mobile response teams based in Juba able to rapidly respond to new and urgent humanitarian situations countrywide at short notice to conduct assessments and responses

Overall purpose of the role:

The CCCM Manager is responsible for leading DRC’s mobile CCCM team supporting with emergency and surge capacity site management and coordination on the ground during times of new or increased displacement.

In 2018, the CCCM cluster in South Sudan has developed a mobile response strategy intended to provide emergency site coordination and management in camps and camp-like settings across the country during temporary or sudden displacements. The mobile CCCM teams are intended to lead CCCM programming for a short period of time during an emergency phase, handing over to local or permanent actors in the event of protracted displacement. The teams will also build the capacity of national NGOs who are leading camp management in remote or dispersed camp like settings. The CCCM Manager will be responsible for leading DRC’s CCCM team to support these objectives. The position is based in Juba but expected to travel regularly to the field on emergency deployments

Responsibilities

To achieve the objectives of the position, the CCCM Manager will undertake the following tasks and responsibilities;

Emergency site assessment

  • Lead rapid and, when necessary, detailed emergency assessments including multi-sector needs assessments including in new or existing camps, camp like settings and collective centers.
  • Lead population monitoring assessments, including head counts, flow monitoring and intentions surveys.
  • Coordinate with the CCCM cluster, REACH and DTM to develop harmonized assessment tools and information sharing processes for site assessments.
  • Lead in mapping and use in geographic information system and assessment of evacuation sites for contingency planning purposes, information sharing and reporting.
  • Coordinate with stakeholders on the ground including OCHA field offices, UN agencies, INGOs and local authorities.

Emergency site management and coordination

  • Lead the deployment of mobile CCCM team for emergency CCCM interventions to areas of new or increased displacement.
  • Conduct emergency CCCM interventions in the field including development of service maps.
  • Lead field level engagement and coordination of humanitarian services at site level with various stakeholders.

Capacity building/participation of IDP communities and local actors

  • Facilitate establishment/strengthening of IDP committees in camp and camp like settings whose members are representative of the population, ensuring that representation takes into account Persons with Special Needs.
  • Facilitate and coordinate formal meetings and dialogue sessions with community representatives.
  • Develop the capacity of community leaders, committee members, governance structures and local authorities to develop through training and mentoring.
  • Lead emergency Communications with Communities (CwC) activities to share information with the community and facilitate two-way dialogue.
  • Coordinate complaints and feedback mechanisms in emergency settings.
  • In link with the protection team, facilitate a community action planning process to enhance ownership of solutions
  • Lead capacity assessments, training and development of local authorities, National NGOs and community based structures.

Coordination with external stakeholders

  • Report to and coordinate with the CCCM Cluster and Cluster State Focal Points to share information on humanitarian needs and services and CCCM interventions
  • Support the CCCM cluster in reviewing the mobile CCCM response strategy, guidance and tools, working closely with other CCCM actors (ACTED, IOM, REACH, DTM) to ensure a harmonized approach.
  • Share information through the cluster system to relevant stakeholders to support needs-based humanitarian assistance.
  • Represent DRC in the Mobile Response-Operation Working Group

Management of information and facilitation of communication

  • Lead information management for CCCM mobile response interventions to ensure that there is access to services
  • Liaise with Protection Department to identify people with special needs (child headed families, unaccompanied orphans and minors, the elderly, people with disabilities, etc.) in order to facilitate their timely and convenient access to services
  • Operate information dissemination boards and other channels of communicating information between agencies and the residents in the area
  • Coordinate with other partners on dissemination of public announcements and messages
  • Work with the CCCM cluster lead to advocate for adherence to agree upon minimum standards of services among stakeholders and partners.

Human Resources and Financial Management

  • Disburse and track expenditure of project budgets, flagging any over and under expenditures in a timely manner, and prepare project procurement plans and order for materials in a timely manner
  • Supervise CCCM team of contracted and casual staff, ensuring effective staff deployment, performance planning and appraisals for supervisees.
  • Ensure staff is well versed on the DRC’s Code of Conduct, accountability, respectful dialogue with the IDPs, and prevention of sexual exploitation and abuse

Essential qualifications:

  • At least 3 years’ CCCM experience of which at least 2 years should be at international level.
  • University degree in information technology, demography, statistics, social sciences, GIS or any related area, or an equivalent combination of relevant training and experience in shelter and information management/mapping related activities in natural disaster or conflict situations.
  • Experience in mobile or out-of-camp CCCM programming and emergency response.
  • Experience in conducting needs assessments, data analysis and mapping.
  • Experience in participatory approaches and accountability to affected populations (AAP)
  • Proven technical knowledge of CCCM, project cycle management, SPHERE standards and accountability principles.
  • Experience in proposal and budget development and project implementation (including budget management);
  • Understanding of and experience in engaging the cluster system in IDP camps or coordination mechanisms in refugee camps.
  • Ability for rapid analysis of complex issues, strong decision-making, and translation of programmatic learning and priorities into operational strategies.
  • Excellent interpersonal skills, cross-cultural communication and ease in managing a multi-ethnic team.
