Main Purpose

Supervising the daily logistics activities and providing maintenance to the MSF equipment, facilities and infrastructures, according to MSF standards and protocols in order to maintain the facilities in perfect conditions and collaborate in the development of the mission.

Accountabilities

  • Monitoring maintenance activities of infrastructures, management of non-medical stocks and equipment according to MSF standards
  • Ensuring the check and follow-up of facilities under the line manager’s supervision through daily visits to the facilities and reporting any anomalies or problems, evaluation of the rehabilitation needs and following up minor building rehabilitation work according to supervisor’s instructions; checking that premises observe security norms and monitoring the consumption of mechanical and electrical vehicles/machines/devices
  • Planning together with the line manager the required checks and maintenance activities of energy systems/set-up according to MSF standards
  • Coordinating and leading the logistics team under his/her responsibility which includes daily supervision, monitoring of the quality of work and the definition of each person’s task, drawing up their working schedules; organizing and leading team meetings; participating in the recruitment of team personnel and attending logistics meetings and accounting for his activities
  • Ensuring the vehicle fleet maintenance which includes planning and overseeing timely preventive and curative maintenance of all project vehicles according to MSF standards and instructing and monitoring drivers on correct driving habits and standard checks
  • Managing and following up orders which includes collecting logistics orders coming from different departments or health facilities; drawing up and following up orders according to the procedures in force; providing technical support to the storekeeper, makes local purchases according to MSF supply procedures and ensures reception conditions of freight or arriving material as well as the organization and setting up of materials before its shipment

MSF Section/Context Specific Accountabilities

  • WATSAN (Water, Sanitation & Hygiene) Responsibilities: Supervise all water, sanitation, and hygiene (WATSAN) activities in the Mombasa project to keep them running smoothly and safely. Coordinate maintenance and repair of all WATSAN equipment (like water pumps, treatment units, waste systems) so services are never interrupted. Make sure all WATSAN work meets MSF’s quality, safety, and environmental (Planetary Health) standards in every MSF facility. Manage WATSAN supplies: keep accurate stock records, place orders (local and international), and ensure that enough materials are always available for project needs. Organize and deliver all required WATSAN and Planetary Health training for staff and partners.
  • Construction & Facility Maintenance: Handle day-to-day construction tasks at the project level, this includes preparing drawings, writing bills of quantities (BoQs), managing tenders, drafting contracts, supervising contractors, and giving technical support to the Logistics Manager. Keep all MSF buildings and facilities in good, safe condition. This covers repairs to furniture, plumbing, electrical fittings, woodwork, welding, and other small-scale maintenance. Create and follow a clear work plan for all construction and repair activities, making sure contractors follow MSF rules, safety standards, and quality requirements.
  • Technical Equipment & Systems Management: Prepare and maintain cold boxes and refrigerated transport (passive cold chain) for medical supplies. Install and service fridges and freezers (active cold chain) and make sure emergency backup plans are ready and tested. Biomedical Equipment: Ensure all medical devices are serviced on schedule, following technical guidelines. Train medical staff for proper use and basic care of equipment. Energy Systems: Carry out scheduled maintenance on generators and solar power systems. Track monthly energy use and report any technical needs or risks to the Logistics Manager at a good time. HVAC (Heating, Ventilation & Air Conditioning): Keep indoor temperature and humidity at safe, comfortable levels in all MSF buildings, and follow the maintenance schedule for all HVAC equipment.
  • Fleet (Vehicle) Management: Oversee all vehicles used by the project: plan trips, manage driver schedules, ensure regular maintenance, track fuel use, manage spare parts stock, and guarantee safety for drivers and passengers. Make sure all vehicles meet legal requirements (insurance, registration) and that the fleet runs efficiently and cost-effectively.
  • ICT & Telecom Support: Provide basic IT and communication support in the project; this includes helping with computers, radios, internet, and other communication tools to keep teams connected.
  • Team & Human Resources: Lead and supervise the team: set clear goals, assign tasks, give feedback, conduct performance reviews, and ensure high-quality work. Plan ahead for staffing needs in logistics, request support or new hires when needed to keep activities running smoothly.
  • Coordination & Support: Work closely with the supply team to quickly meet urgent logistics needs (like emergency purchases/deliveries or equipment). Draft clear, complete contracts for services or works, and manage them from start to finish. Support the project team with site assessments and ensure all safety and security rules are followed. Report any issues or risks to the Logistics Manager. Keep the Logistics Manager informed about major problems, and prepare clear, timely reports to support good decision-making.

Requirements

Education

Degree/ Diploma in Logistics/Supply/Watsan/Engineering/Electricity or related areas

Experience

At least one year in MSF or 2 years in a similar post out of MSF

Languages

English and Swahili.

Knowledge

Essential computer literacy (word, excel, outlook)

Médecins Sans Frontières (MSF) was founded in 1971 in France by a group of doctors and journalists in the wake of war and famine in Biafra. Their aim was to establish an independent organisation that focuses on delivering emergency medicine aid quickly, effectively and impartially.

Doctors Without Borders

Three hundred volunteers made up the organisation when it was founded: doctors, nurses and other staff, including the 13 founding doctors and journalists.

MSF was created in the belief that all people should have access to healthcare regardless of gender, race, religion, creed or political affiliation, and that people’s medical needs outweigh respect for national boundaries. MSF’s principles of action are described in our charter, which established a framework for our activities.

MSF's first missions

MSF’s first mission was to the Nicaraguan capital, Managua, in 1972, after an earthquake destroyed most of the city and killed between 10,000 and 30,000 people.

In 1974, MSF set up a relief mission to help the people of Honduras after Hurricane Fifi caused major flooding and killed thousands of people.

In 1975, MSF established its first large-scale medical programme during a refugee crisis, providing medical care for the waves of Cambodians seeking sanctuary from Pol Pot’s oppressive rule.

In these first missions, the weaknesses of MSF as a new humanitarian organisation became readily apparent: preparation was lacking, doctors were left unsupported and supply chains were tangled.
