Directly supervised by Search DRC Country Director and working under the technical supervision of the Regional Design, Monitoring and Evaluation Specialist for East, Central and Southern Africa, the Research, Monitoring and Learning Specialist for the DRC, will support Search’s DM&E Work in the DRC, including its research, and conflict analysis department.

The Research, Monitoring and Learning Specialist for the DRC will be based in one of the Search for Common Ground Country office in DRC (Goma, Bukavu or Kalemie) with frequent travels within the country. S/he should be ready to begin work ASAP and to commit to working for Search full-time on the basis of a two year-long contract.

Key responsibilities

The DRC Research, Monitoring and Learning Specialist will be responsible for providing leadership and technical support on design, monitoring and evaluation and on research for the DRC-based DM&E and Conflict Analysis teams, consisting of two DM&E Managers (one based in Bukavu and one in Goma) and one Conflict Analysis Coordinator. The Research, Monitoring and Learning Specialist will ensure high-quality DM&E, research and learning support for the DRC Country Program.

The primary tasks and responsibilities of the Research, Monitoring and Learning Specialist will be to:

Key Area 1: Ensure quality, sustainable and effective monitoring and evaluation and conflict analysis

  • Overall responsible for the quality and timeliness of DM&E efforts and conflict analysis in the DRC program, as well as the program’s contribution to regional DM&E and conflict analysis study;
  • Support DM&E teams in the design of quality DM&E systems, conflict analysis and conflict monitoring;
  • Manage the implementation of baseline studies, monitoring missions, and evaluations, ensuring quality methodology and analysis as well as timely delivery;
  • Supervise and provide technical support to all conflict analysis research done in the country;
  • Foster learning within the organization, including reflection processes and dissemination of results;
  • Support teams in analyzing data collected and share findings with key internal and external stakeholders;
  • Develop Terms of Reference (ToR) and manage consultants as needed for research;
  • Review ToRs for conflict analysis research;
  • Provide leadership in the development of monitoring systems (e.g. the development of common indicators, M&E plans, data collection tools, evidence-based processes, and knowledge management plans) and conflict analysis;

Key area 2: Create a culture where DME is valued, supported and recognized

  • Develop the capacity of the country program to improve program design, monitoring and evaluation;
  • Provide orientation, technical support, and training to DRC program staff members, particularly in areas of design, monitoring and evaluation and conflict analysis;
  • Provide regular coaching and support to DM&E, learning, conflict analysis and program staff;
  • Contribute to the development of project log frames and proposals;
  • Contribute to cross-organizational learning, including providing information, guidelines, lessons learned, and tested tools to the HQ-based Institutional Learning Team;
  • Be directly engaged in the continuing development of the organization, its mission and its staff, through the sharing of experience and knowledge, particularly contributing to its Institutional Learning efforts.

Minimum Qualifications:

  • M.A/S or equivalent in Peacebuilding, International Relations, Conflict Management, Statistics, Sociology, or a related field required;

Experience

  • At least 6 years of relevant work experience in M&E, project design, research, conflict analysis and conflict monitoring research methods in international development;

Knowledge, Skills & Abilities:

  • Excellent written and oral skills in both French and English – ability to draft, edit, and proof-read in both languages is mandatory;
  • Experience in data gathering, data analysis and report writing, including on conflict analysis and conflict monitoring;
  • Multi-country and cross-cultural experience related to research and DM&E implementation
  • Knowledge and experience with participatory DM&E approaches, as well as case study methodology development and implementation;
  • Experience in designing and implementing data collection methodologies and tools, as well as both quantitative and qualitative data analysis;
  • Strong data analysis skills and knowledge of quantitative and qualitative software is required, such as: NVivo, Dedoose, SQL Server, R, SPSS, or STATA;
  • Team management skills and past experience in supervising and coaching teams is required;
  • Ability to multitask, work independently, and work to meet tight deadlines;
  • Good computer skills (including Word, Excel, various Web 2.0 tools).
