BACKGROUND

“Women’s Integrated Sexual Health” (WISH) is IPPFs new flagship health programme to transform the lives of millions of women and girls. Funded by DFID WISH will provide integrated and holistic healthcare to 2.2m additional users across 16 countries in Africa and South Asia from 2018-2021.

Through a consortium of five internationally recognised organisations and 11 IPPF Member Associations led by IPPF the WISH programme will provide a comprehensive, integrated approach to ensure equitable access to family planning and sexual and reproductive health and rights (SRHR). The programme will prioritise the most underserved women and girls, particularly youth under 20, the very poor, and marginalized populations (including people with disability, people displaced or affected by humanitarian crisis, and people living in hard-to-reach areas)

In order to implement this project IPPF needs to put in place a talented, dynamic and diverse team with, broad experience in implementing global family planning and sexual and reproductive health (FP/SRH) programmes, commercial expertise, proven contract management and the ability to deliver on donor requirements including through a payment by results approach.

We are seeking a programme co-ordinator to support the Heads of Region in follow up and coordination of programme activities for the various countries particulary countries with no Country Manager which include Somalia, Sudan, South Sudan, Mozambique.

KEY TASKS

· To support and facilitate the operationalization of smooth partnership between WISH2ACTION consortium partners in the country including chairing consortium meetings, meetings with government, DFID and other stakeholders

• To provide support to all consortium partners in the various country to implement the project in cost-effective and efficient ways (identifying synergies within the project and With other similar programs, identify challenges and contribute to solution seeking, documenting and promoting promising, good and best practices)

• To serve as a link between WISH2ACTION Hub and the MA and consortium partners in the country (and vice versa) for various technical, operational, financial and administrative needs. As well as, sharing progress, achievement, success stories, challenges, feeback, guidelines, tools, etc.

• To identify, trouble shoot and escalate issues of concern from the MA and/or consortium members to the WISH2ACTION Hub through the Head of Region

• To undertake project site visits to assess project implementation, identify challenges and contribute to solutions.

• Support coordination of strong and effective links between various partner efforts to ensure successful delivery of WISH targets.

• Ensure data reporting timelines and quality standards are met, including rollout of WISH data platform and support of data quality action plans

• Coordinate monthly data reviews with country stakeholders

• Oversee annual client exit interview process and periodic data collection initiatives such as Barrier Analysis and PEER methodology, including contracting of local researchers, ensuring adherence to protocol and timelines, and supporting logistical arrangements

• Support Third Party Monitoring agency visits and data audits

EDUCATION & QUALIFICATIONS

• Master’s degree in a relevant subject with at least two years of relevant work experience or

• Bachelors degree in a relevant subject with at least eight years of work experience

• Experience working with and managing health and FP programmes implemented by the public, private or NGO sector.

• Experience managing or providing support to DFID or other major donor funded initiatives.

• Experience working in partnership with other agencies or working with or managing a consortium.

PERSON SPECIFICATION

• Excellent project management and coordination skills and experience, particularly with regards to programme quality, financial management, risk management, and donor compliance, with a proven track record in these areas;

• Proven experience in coordination and liaison roles for projects implemented by multiple partners

• Proven experience in managing partnership with government bodies such as MoH, MoG

• Proven ability to manage multiple, complex and often competing tasks/projects.

· Excellent verbal and written communication skills.

• Strong leadership skills including the ability to effectively engage a range of stakeholders

• Excellent staff and team management skills – including facilitation skills.

• Excellent project management skills including experience of reporting to donor agencies.

• Excellent budget management skills.

• Excellent time management skills able to meet tight deadlines.

• Fluent English essential.

• Excellent IT skills.

Proficiency in Arabic is a MUST.

Competitive remuneration will be negotiated with the successful candidate.

In the early 1950s, a group of women and men started to campaign vociferously and visibly for women’s rights to control their own fertility.

Family planning as a human right challenged many social conventions. Campaigners faced great hostility to gain acceptance for things that we take for granted today. Some were imprisoned. But they emerged determined to work with different cultures, traditions, laws and religious attitudes to improve the lives of women around the world. And so, at the 3rd International Conference on Planned Parenthood in 1952, 8 national family planning associations founded the International Planned Parenthood Federation. IPPF.

60 years later, the charity is a Federation of 152 Member Associations, working in 172 countries. It runs 65,000 service points worldwide. In 2011, those facilities delivered over 89 million sexual and reproductive health services.

Funding and structure

The IPPF Secretariat comprises Central Office in London and 6 Regional Offices:

Africa (Nairobi)

Arab World (Tunis)

East and South East Asia and Oceania (Kuala Lumpur)

European Network (Brussels)

South Asia (New Delhi)

Western Hemisphere (New York)

Each Regional Office oversees, promotes and distributes core funds to Member Associations in the Region.

Each Region sends 4 representatives to the biannual Governing Council which determines the Federation’s global policy. Volunteerism is central to IPPF’s ethos and millions of volunteers work with the Federation around the world.
