This includes facilitating the pivot to J2SR by working on the development of relevant processes, indicators, strategic communications/documents, and strategies to start leveraging resources, such as the GOK, RIGO, other donor agencies, local organizations or private sector. The Contractor must exercise good judgment, often under times of stress and limited time frames, in making decisions and providing advice to the SPA Office Chief/Deputy Office Chief and Mission Management on all areas outlined above. It is also understood that the order of priority may change given other strategic priorities to achieve Mission development goals and outcomes.

Position Elements

a. Degree of responsibility for decision-making assigned to the position: The incumbent will provide requisite technical and programmatic advice and support (internal and external) for the management and implementation of the RDCS and RDOAGs. The RDCS is the highest-level strategic planning document for the Mission which guides all programming priorities, policies, and activities of the Mission and the RDOAGs are the regional agreements setting the principles of the USG-RIGO partnership. In this case, the incumbent’s role in facilitating Mission engagement with the RIGOs; establishing the Mission structures and procedures for coordination of RIGO-managed activities; and facilitating the implementation of effective development cooperation, is critical to ensure that USG investments are directed towards the greatest results and impacts.

b. Level of complexity for work assignments: The duties are very varied, and require many different unrelated process and methods. These responsibilities involve areas of uncertainty in approach, methodology, interpretation and evaluating processes due to the difficult work environment in East Africa. Additionally, there are continuing changes in program, technological developments, unknown phenomena, or continuing requirements, and the work requires implementing new techniques, establishing criteria, or developing new information. Complexity in managing processes and programs that span across countries, different USAID bilateral missions and U.S. Embassies, and three different RIGOs, among others, requires the incumbent to be constantly in tune to, flexible, and responsive to changing programmatic and organizational demands.

c. Knowledge level required: The incumbent is required to have a minimum of ten (10) years of development experience – including at least five (5) years of employment as a mid-level manager, preferably with the U.S. Government (USG). Significant up-to-date experience in or similar to USG program management, particularly in developing and/or managing bilateral or regional grant agreements; strategy implementation; experience in implementing the full program cycle; applying broad USG (or similar development organizations) principles, policies and strategies; effective interagency coordination; engaging regional, partner country, local government partners; and working with Embassy leadership; among others, is required. Prior experience in a position of similar complexity is preferred. The individual should have experience developing and/or managing agreements and contracts, project/activity plans, regional and bilateral activities, and working with the USG interagency. Strong writing, analytical, interpersonal and coordination skills are required.

d. Supervisory Controls: The incumbent will report to the SPA Office Chief or his/her designee. S/he will have significant latitude and is expected to take significant initiative in planning and carrying out his/her assignment.

e. Guidelines for the required work, including reporting requirements: Guidelines include Agency regulations, ADS Series, USAID/Africa Bureau and Bureau for Policy, Planning, and Learning (PPL) procedural and policy guidance, USAID/USG strategy documents, the USAID Policy Framework, Mission Orders, Automated Directive System (ADS), and the Foreign Affairs Handbook (FAR), and other USAID or USG policies. The incumbent must be able to use excellent judgment and the ability to deal with ambiguity at all levels.

f. Complexity of the work environment or its potential effect on the position’s responsibilities: The duties are very varied, and require many different unrelated processes and methods. These responsibilities involve areas of uncertainty in approach, methodology, interpretation and evaluating processes due to the difficult work environment in East Africa. Additionally, there are continuing changes in programs, technological developments, unknown phenomena, or continuing requirements, and the work requires implementing new techniques, establishing criteria, or developing new information. Complexity in managing processes and programs that span across countries, different USAID bilateral missions and U.S. Embassies, and three different RIGOs, among others, requires the incumbent to be constantly in tune to, flexible, and responsive to changing programmatic and organizational demands.

g. Scope and effect of the work performed: Facilitating engagement with the RIGOs and managing and implementing RDOAGs requires most if not all the above requirements. The incumbent’s scope is all-encompassing throughout the entire Mission and its effects are far-reaching, not only within the mission but to the beneficiaries in Kenya and the East Africa Region. There are several stakeholders to deal with, many of whom are difficult to deal with, e.g., RIGOs. The incumbent will be required to function as a team leader in some cases, and guide/coordinate the work of other staff.

h. Level and purpose of contacts: Must maintain mid- to high-level contacts with internal and external stakeholders including USAID and other USG officials, as well as senior partner country officials in Kenya and the EA region.

i. Supervision or oversight the position has over others: none

j. Security Clearance Requirement: Facility/Computer Access

k. Travel Requirement: 10% of travel within the East African region will be required.

l. Support Items: The incumbent will be provided with the support services, equipment, and supplies necessary to perform the work e.g. desktop computer, shared office equipment (such as printer, scanner and shredder), office supplies and support services.

m. Sunday Pay: Is not authorized.

II. SKILLS AND QUALIFICATIONS

The incumbent must meet the following requirements in education and professional experience:

  1. Education: A minimum of a Master’s degree in the field of economics, political science or law, international relations/trade, or management is required.
  2. Professional Experience: The incumbent is required to have a minimum of ten (10) years of development experience – including at least five (5) years of employment as a mid-level manager, preferably with the U.S. Government (USG). Prior experience in a position of similar complexity is preferred. The individual should have experience developing and/or managing agreements and contracts, project/activity plans, regional and bilateral activities, and working with the USG interagency. Strong writing, analytical, interpersonal and coordination skills are required.

  1. Clear understanding and demonstrated skills in developing and/or managing technical agreements, policy papers, financial management reviews and other types of development analysis.

The United States Agency for International Development (USAID) is the United States Government agency which is primarily responsible for administering civilian foreign aid.

President John F. Kennedy created USAID from its predecessor agencies in 1961 by executive order. USAID's programs are authorized by the Congress in the Foreign Assistance Act, which the Congress supplements through directions in annual funding appropriation acts and other legislation. Although it is technically an independent agency, USAID operates subject to the foreign policy guidance of the President, Secretary of State, and the National Security Council.

USAID operates in Africa, Asia, Latin America, the Middle East, and Eastern Europe.

USAID is the lead U.S. Government agency that works to end extreme global poverty and enable resilient, democratic societies to realize their potential.

In an interconnected world, instability anywhere around the world can impact us here at home. Working side-by-side with the military in active conflicts, USAID plays a critical role in our nation’s effort to  stabilize countries and build responsive local governance; we work on the same problems as our military using a different set of tools. We also ease the transition between conflict and long-term development by investing in agriculture, health systems and democratic institutions. And while USAID can work in active conflict, or help countries transition from violence, the most important thing we can do is prevent conflict in the first place. This is smarter, safer and less costly than sending in soldiers.

USAID extends help from the American  people to achieve results for the poorest  and most vulnerable around the world. That assistance does not represent a Democratic value or a Republican value, but an American value; as beneficiaries of peace and prosperity, Americans have a responsibility to assist those less fortunate so we see the day when our assistance is no longer necessary.

USAID invests in ideas that work to improve the lives of millions of  men, women and children by:

  • Investing in agricultural productivity  so countries can feed their people
  • Combating maternal and child  mortality and deadly diseases like  HIV, malaria and tuberculosis
  • Providing life-saving assistance in the  wake of disaster
  • Promoting democracy, human rights and good governance around  the world
  • Fostering private sector development  and sustainable economic growth
  • Helping communities adapt to a changing environment
  • Elevating the role of women and girls throughout all our work
