Organizational Setting and Reporting

The P-3 Recovery, Return and Reintegration Officer is based in field offices of the United Nations Mission in the Republic of South Sudan (UNMISS), Relief, Reintegration and Protection (RRP) Section, which reports to the Deputy Special Representative of the Secretary-General/Resident Coordinator/Humanitarian Coordinator (DSRSG/RC/HC). UNMISS RRP Section is responsible for the overall coordination of operational issues related to the UNMISS protections of civilians (PoC) sites, managing UNMISS Quick Impact Projects (QIPs) and developing appropriate packages for early recovery, return and reintegration initiatives in close coordination with UNMISS components, the United Nations Country Team (UNCT) and humanitarian actors. The P-3 Recovery, Return and Reintegration work as Deputy Team Leader and contribute to the overall performance management of the team and reports to a RRP Team Leader.

Responsibilities

The Recovery Return and Reintegration (RRR) officer will contribute to Relief, Reintegration and Protection (RRP) efforts to promote a coherent approach towards protection of civilians, advocacy and facilitation for expanding delivery of humanitarian and protection services to hard-to-reach areas and laying the ground for return and reintegration of Internally Displaced

Persons (IDPs) and refugees in close coordination with the international community, in particular members of the United Nations Country Team, Humanitarian Country team, other humanitarian and protection partners and the substantive sections of UNMISS. The incumbent seeks to ensure synergies and alignment of plans and priorities.Main Duties and Responsibilities of the post:Within delegated authority, and under the leadership and direction of the Senior/RRR Officer, RRR Officer, (Team Leader), the RRR Officer P-3 will be responsible for the following duties:

  • LANNING AND PROGRAMMING:Work with and supervise assigned staff in Field Officers in programming and coordinating Mission’s support for protection of Civilians and delivery of humanitarian and protection services through close engagement with Mission components, humanitarian, protection and development partners and local authorities as well as representatives; Monitor and assess the situation of protection of civilians and the delivery of humanitarian, protection services and return and reintegration; Contribute to RRP’s participation and substantive contribution to coordination mechanisms with Mission components, humanitarian, protection and development partners on protections of civilians and development and implementation of durable solutions for IDPs; Support local authorities to propose, implement and report on Quick Impact Projects with an aim to establish and build community confidence in the Mission, and create and improved environment for implementation of Mission mandate; Contribute to RRP Team’s efforts in planning, organizing and reporting on Team activities to support implementation of Mission mandate, RRP’s Annual Work Plan and Results Based Budget and work with partners to identify opportunities to develop programmes/ projects for early recovery to facilitate return and reintegration of IDPs, including reconciliation and peaceful co-existence initiatives.
  • ANALYSIS, ADVICE AND REPORTING: Monitor and assess political, social and economic developments, trends and emerging issues in the area of responsibility with regard to protection of civilians, delivery of humanitarian assistance, facilitation of return and reintegration of displaced persons and early recovery initiatives; Assess implications and make recommendations to head of section/senior management of possible policies, strategies and other measures to address issues of concern and advance mandated objectives. Prepare inputs to daily and analytical reports, code cables and issues of concern and advance mandated objectives. Prepare inputs to daily and analytical reports, code cables and reports of the Secretary-General related to protection of civilians, early recovery, delivery of humanitarian and protection services, and return and reintegration of IDPs and refugees; and prepare inputs to briefings, background notes, talking points, cables media statements. Speeches by senior officials, as well as Mission’s strategies, polices and other mechanisms to strengthen protection of civilians, facilitate return and reintegration and foster environment conducive to delivery of humanitarian and protection services.PARTNERSHIP :Build and sustain collaborative working relations with Mission components, UN and non -UN partners, national authorities and representatives, bilateral and multilateral donors, regional organizations, international financial institutions, private sector, civil society and other stakeholders; Constructively engage with IDPs, vulnerable communities and local authorities to support development of associated policies and guidelines and conduct other duties as required.
  • INFORMATION MANAGEMENT AND COMMUNICATION: Maintain effective system of information management and flow of activities and programmes in the team, in addition to maintaining effective coordination and communication with Mission components, humanitarian, protection and development partners and local authorities or representatives.
  • MANAGEMENT AND ADMINISTRATION:Contribute to the formulation and implementation of the programme of work and support planning and budgetary processes for current and future field operations. Carry out any other relevant duties as required.

Education

Advanced university degree (Master’s degree or equivalent) in political sciences, social sciences, public administration, internationals studies, economics, or related fields. A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five (5) years of progressively responsible professional experience in the areas of protection of civilians, humanitarian affairs, early recovery, return and reintegration, rehabilitation

and development, inter- agency coordination, programme management, related areas in required. A minimum of two years of field work coordinating complex inter-disciplinary and multi-dimensional programmes and projects in a post-conflict context is required. Specific experience in one or more of the areas including reintegration of conflict-affected populations, facilitating national dialogue, and/or confidence-building /reconciliation is required. Recent field experience in the region is highly desirable. Field experience with the UN common system (UN peacekeeping political mission, or UN agencies, Funds and Programmes) is required. Given the volatile situation in South Sudan and responsibility RRP has for the management of IDP relations inside UNMISS bases, proven community-level conflict resolution and reconciliation work experience in the context of South Sudan is highly desirable.

Languages

English and French are the working languages of the United Nations. For the position advertised, fluency in English (both oral and written) is required.
