I. BACKGROUND / PROJECT DESCRIPTION **

The Lake Chad Basin Commission (LCBC) was established on 22 May 1964 by the four countries bordering Lake Chad: Cameroon, Niger, Nigeria, and Chad. The Central African Republic joined the organization in 1996 and Libya was admitted in 2008. Egypt, the Republic of Congo, and the Democratic Republic of Congo are observer members. The headquarters of the Commission is located is in N’Djamena, Chad. The mandates of the Commission include: the management of the Lake Chad and its shared water resources, preservation of the ecosystems and promotion of regional integration, peace, security, and development in the Lake Chad Region. LCBC is a basin organization, member of both the African Network of Basin Organizations (ANBO) and the International Network of Basin Organizations (INBO). The Commission is funded by contributions of member states, with several other donors funded projects supporting implementation of different mandates of the Commission.

Over the past few decades, situation on the Lake Chad Basin region has changes due to climate and environmentally induced displacement, desertification, drying up of the lake, governance neglect resulting in lack of development, Terrorism, and the resultant humanitarian crisis. As a result of the emerging and consistent threat to development in the region, the Lake Chad Basin Commission has collaborated with several donors and development partners to initiate programmes and projects aimed at addressing the climate, environmental, security and development challenges in the region. The Commission has also development Vision 2025, which provides strategic vision and direction for the future of the Commission. Some of the programme under the Vision 2025 and its Strategic Action Plan include the Sustainable Development Programme of the Lake Chad (PRODEBALT); the Programme for the Rehabilitation and Strengthening of the Resilience of the Socio-Ecological Systems of the Lake Chad Basin (PRESIBALT); the Inter-Basin Water Transfer Project (IBWTP) aimed at recharging the Lake and the Emergency Program on Priority Development for the Youths and Vulnerable People of the Lake Chad Basin (PURDEP). In 2018, the Lake Chad Basin Commission with the support of the African Union also development the Regional Strategy for Stabilisation, Recovery and Resilience of Boko Haram affected areas of the basin. The Strategy which was validated by the LCBC Council of Ministers in August 2018 and endorsed by the African Union Peace and Security Council in December 2018 provides overreaching framework for stabilising the basin towards long term development and sustainable peace.

As a result emerging and consistent challenges in the region coupled with the establishment of different forms of partnership aimed towards support LCBC to implement its mandate, the Executive Secretariat has recognised the needs to review and assess the internal institutional capacity of the Commission to a) implements its quadruple mandate, b) respond to emerging challenges in the region and c) assess finance and human resource capacity of the Commission to manage and implement its mandate effectively. Hence at the 66th Meeting of the LCBC Council of Ministers, the Executive Secretary was mandated by the adopted resolution five (5) to initiate and commission institutional assessment of the LCBC with the view to providing recommendations for reform to the Commission. The Executive Secretary was further directed to ensure that such assessment is conducted by a reputable and internationally recognised firm to ensure the integrity of the assessment report.

The Lake Chad Basin Commission is therefore calling for expression of interest for a reputable firm to conduct comprehensive institutional capacity assessment of the Commission. The firm will work closely with the Office of the Executive Secretary while engaging different department, and units within the Commission.

II. SCOPE OF THE WORK

Under the supervision of the Executive Secretary, the firm will perform the following functions.

· To review and assess LCBC’s mandate, current institutional capacities, funding sources and partnerships considering its emerging challenges and new horizons of programme in security.

· In light of the Strategic Action Plan 2025 and new programme on stabilisation, recovery and resilience, assess the capacity required for the LCBC to host and manage the implementation of the strategic Action Plan 2025 and the regional stabilization strategy and his mandate for regional integration peace and security, in that context, to play a strong convening and coordinating roles for all actors involved in stabilization, at the local, national and regional levels, including security actors.

· To identify needs for institutional capacity building of LCBC respectively over different time horizons (immediate, short, medium, and long term) and formulate recommendations for the same, in the spirit of long term (financial) sustainability and in partnership and complementarity with other organizations active in the sub-region.

· To support LCBC in strategic prioritization of planned roles and needs for capacity building considering available resources for the same.

· To assess and make recommendations on measures required for LCBC to receive and directly manage additional financial resources from MS and donors in terms of enhanced transparency, accountability, and fiduciary capacity.

· Provide concrete recommendations with options for institutions reform and capacity strengthening for the Commission that it fit for purpose in managing emerging challenges and portfolio of responsibilities in line with the Mandate of the LCBC.

· Suggest an organigramme that should help LCBC fully achieve his mandate.

· To base above assessment and recommendations on any relatively recent similar capacity assessments already carried out.
