Project Description: Refugee Legal Aid Program

The Refugee Legal Aid Program (RLAP) provides advice and representation to refugees seeking recognition by UNHCR through refugee status determination (RSD) procedures in Egypt and assists refugees in accessing resettlement to safe third countries. RLAP is seeking a Coordinator of its RSD team to lead RLAP’s RSD services for adult clients.

Role

Under the supervision of the RLAP Director, the RLAP RSD Coordinator is responsible for the management and the development of the RLAP’s RSD program. In consultation with the RLAP Director, the RLAP RSD Coordinator shall be responsible for supervising and determining the strategic direction of RLAP’s RSD team. The RLAP RSD Coordinator will be responsible for the day-to-day management of RLAP’s RSD team, which consists of six Senior Legal Officers, six Legal Officer, and between seven and 10 Volunteer Legal Advisors.

Responsibilities

All duties are carried out under the supervision of the RLAP Director. Effective communication with the RLAP Director and other StARS program coordinators is essential to the success of this role.

Legal and Technical

  • To develop and supervise the screening and intake of and the provision of accurate advice and high quality assistance to potential clients for representation in RSD matters, including RSD first instance, appeals, and reopenings.
  • To make final decisions on representation of clients requesting assistance in the RSD process.
  • To train RSD staff and manage their work on RSD matters.
  • To maintain a good working knowledge of UNHCR policies and procedures in RSD matters and country of origin information on common client populations.
  • To oversee the preparation and filing of first instance, appeal, and reopening submissions to UNHCR’s RSD Unit.
  • To develop and supervise RLAP’s intervention capability in cases involving refugees in detention.
  • To maintain accurate records of client representations, including client files in RLAP’s case management database (RIPS) and the RSD case dockets.
  • To engage with refugee community-based organizations in providing trainings and follow-up support, as well as participating in open-floor meetings and information sessions.
  • To assist the RLAP Director in setting and executing on policy and advocacy priorities.
  • To adhere to the Nariobi Code of Ethics, the StARS Policies and Procedures Manual, the StARS Code of Conduct, and the StARS Safety and Security Policy.

Programmatic

  • To assist the RLAP Director in development and implementation of team systems, policies, and procedures.
  • To assist the RLAP Director in establishing written manuals and procedures for the different services provided by the RSD team.
  • In coordination with the RLAP Director, to maintain and develop RLAP’s relationship with UNHCR’s RSD, Registration, and Protection Units.
  • To provide reporting data to the RLAP Director as requested for purposes of reporting work to senior management, funders, and others.
  • To regularly attend StARS management meetings and other management functions to foster close coordination with other StARS programs.
  • To build and maintain relationships with psychosocial and education staff and operational partners.
  • To communicate with refugee communities, other service providers, and UNHCR to facilitate the provision of accurate information and advice leading to the fulfillment of refugee rights.

Supervisory

  • In coordination with the RLAP Director, recruit, train, and supervise the entire RLAP RSD team, including paid staff and volunteers.
  • To complete tasks for and monitor progress on StARS’ strategic plan.
  • To engage proactively in promoting wellbeing among volunteers and staff.
  • To ensure high-quality legal advice and representation and a refugee-rights-based approach.

Finance/Administration

  • To undergo probation and regular performance appraisals.
  • To meet weekly with the RLAP Director regarding the work of RLAP’s RSD team.
  • To revise the strategy for RLAP in response to changing situations and participate in annual work planning.

Communication/Reporting

· To communicate regularly with the RLAP Director, reporting on all major issues and developments in the field and within RLAP.

· To become familiar with RLAP’s database program (RIPS) and accurately record and follow up on all relevant case management.

· To provide case reporting data to the RLAP Director as requested in order to accurately report work to senior management, funders, and others.

· To promote information-sharing within RLAP and StARS on all issues affecting the populations we serve.

Qualifications & Experience

The ideal candidate will be energetic, articulate, and comfortable interacting with diverse segments of society. She or he will have demonstrated a firm commitment to human rights and refugee issues with particular emphasis on vulnerable populations.

Essential qualifications:

· English being the official language of UNHCR Cairo and StARS, the RLAP RSD Legal Officer must be fluent in oral and written English.

· Master’s degree in a related field (international development, international law, development studies, Middle East Studies) OR a qualified lawyer in any jurisdiction (J.D., LLB or equivalent) OR a minimum of three years of experience in representing refugees in the resettlement or RSD processes OR five years of experience providing direct representation to indigent people in any setting.

· Excellent legal research and drafting skills.

· Knowledge of UNHCR guidelines and procedures, especially resettlement criteria.

· Knowledge of RLAP’s systems and values an advantage.

· Knowledge of the general protection situation and vulnerabilities of refugees in Egypt.

· A demonstrated commitment to and sensitivity toward vulnerable or displaced people.

· Ability to live and work in a fluid security environment.

· Proven experience drafting client affidavits and legal arguments, particularly to vulnerable clients.

· Significant experience reviewing the work product of other lawyers.

· Ability to exercise sound legal judgment, well organized, self-motivated, and reliable.

· Demonstrated compassion for refugees and displaced people.

· Demonstrated ability to communicate effectively both orally and in writing.

· Demonstrated ability to work in a team as well as individually.

· A positive attitude and sensitive manner when dealing with clients including a range of interviewing skills for dealing with challenging scenarios, particularly in advocating for survivors of violence, trafficking, torture, and SGBV.

Desirable Characteristics:

· Fluency in Arabic or a refugee language is an advantage but not required.

· Experience designing and conducting trainings for technical and non-technical audiences.

· Managerial experience or familiarity with volunteer oversight.

· Life and work experience in the Middle East and/or Egypt or with an urban refugee population.

· Fluency in Arabic or a refugee language is an advantage.

Hours: Regular 40 hour work week (Sunday – Thursday), and other hours and overtime as required.

Supervised by: RLAP RSD Coordinator

Salary: 9,300 EGP/month, rising to 10,300 EGP/month following successful completion of a three-month probationary period, with 4,020 EGP/year medical allowance and 100 EGP/month contribution to savings scheme upon completion of probationary period.
