Context:
Reports show a continuous increase in West African migrants to the European Union. This trend has persisted despite the many challenges and life-threatening dangers faced along the irregular migration journey across the Mediterranean. A big portion of the migrants crossing the sea to countries like Italy consists of nationals from the 14 West and Central African Countries under the EU-IOM Joint Initiative for Migrant Protection and Reintegration (Hereinafter: Joint Initiative). Communication for Development (C4D) plays a critical role in making the goals of the Joint Initiative a reality as provision of migration services alone is insufficient in addressing people’s information needs, but also –and especially- attitudes and practices on migration.
The Regional Awareness Raising Officer will support country offices in ensuring awareness raising strategies targeted not only at migrants (aspirant, in/transit and returning) and their host and transit communities, but also government institutions and officials, representatives of EU Member States, NGOs and service providers working with returnees and vulnerable migrants.
Under the direct supervision of the Regional Programme Coordination Officer and in collaboration with the Regional Joint Initiative Communication Officer in Dakar and the Media and Communication Division (MCD) in Headquarters (HQs), the successful candidate will have the following responsibilities pertaining to awareness raising on safe migration:
Core Functions / Responsibilities:
- Ensure a proper coordination of the awareness raising strategy in West and Central African and coordinate the regional Communication for Development Working Group.
- Build the capacity of local and regional actors, as well of IOM colleagues on Communication for Development by providing trainings when requested or supporting the creation of training materials.
- Develop and implement regional social media campaigns in coordination with MCD in HQs, on topics of relevance to IOM’s direct beneficiaries by drafting campaign documents, doing target audience analysis, etc.
- Develop messages for regional campaigns and support IOM country offices in developing their own messages, tailored to their needs and realities by using a C4D approach, testing the message and ensuring their appropriateness to each identified audience.
- Support and encourage two-way communications in awareness raising campaigns to allow for real-time feedback to measure impact of various messages and communications channels.
- Support alignment of other EU Member States individually funded awareness raising projects with the Joint Initiative strategy.
- Propose revisions to the regional Awareness Raising strategy on a periodic manner, providing guidance on best approaches and good practices and liaising with missions to discuss revisions of their national strategies.
- Work closely together with the Regional Joint Initiative Monitoring and Evaluation Officer in collecting feedback and in assessing the impact of each campaign and targeted activity, ensuring an evidence-based approach to IOM’s strategy in West and Central Africa.
- Monitor the implementation of the EU-IOM Joint Initiative’s Awareness Raising pillar by preparing reports to the reporting officers, analysing reach out and ensuring that beneficiaries are being reached with the campaign.
- Provide social media curation and timely and efficient distribution of all campaign related media content collected from migrants and other relevant actors in close collaboration with the Joint Initiative Regional Public Information Officer.
- Ensure that there is appropriate gender mainstream in all IOM communications in relation to the issues covered.
- Coordinate the development of social mobilization strategies and tools in coordination with MCD in HQs to facilitate two-way communications and to strengthen information campaigns in the region.
- Participate in meetings with the EU, EU Members States and other concerned stakeholders in relation to the awareness raising portfolio.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Migration Studies, Communication Studies, Communication for Development, or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
Experience
• Experience in communication for development;
• Previous experience designing social campaigns in international and/or crisis contexts;
• Strong organizational and editorial skills;
• Previous experience in managing projects preferred;
• Previous experience in training and capacity building interventions preferred;
• Ability to timely understand the Organization’s structure and portfolios;
• Ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds;
• Proven ability to produce quality work accurately and concisely according to set deadlines;
• Practical experience of how to multi-task, prioritize and work independently.
Languages
Fluency in English and French is required. Working knowledge of Portuguese and/or another
West African language is an advantage.

Internationally recruited professional staff are required to be mobile.
