Norwegian Red Cross (NorCross) is a member of the worldwide Red Cross Red / Crescent Movement (RCRC) working in the fields of relief and assistance and the development of sister Red Cross Societies. Norwegian Red Cross has established regional and country representations, to ensure proximity to key partner Red Cross / Red Crescent Societies as well as donors and international partners.

The purpose of the Regional CBS delegate is to use specific technical competencies to ensure that Norwegian Red Cross supported CBS projects in the region are designed and implemented in accordance with established technical standards and best practices, The delegate will also support in scale up of CBS in the Africa region through other RCRC Movement partners.

On a strategic level the Regional CBS delegate ensures that humanitarian projects reflect established technical standards and advises on the implementation of those standards and best practices.The delegate also trains and coaches Norwegian Red Cross, Host and Partner National Society as well as IFRC and ICRC teams (as applicable) in thematic frameworks and relevant technical standards and supports the operationalization of those standards.

The Regional CBS delegate is responsible for technically supporting the roll out of CBS programme activities in Africa through support and advice to NorCross partners in relevant contexts where CBS is or could be a program component. This is particularly focused supporting existing deployments in Somaliland, while also following up on assessments done in Burundi and South Sudan. It also involves providing technical support to existing CBS partnerships with ICRC.

The delegate is also responsible for establishing NorCross as a CBS lead in the region; attending meetings, supporting partners in implementation and providing technical support. Through program implementation and sharing of results, the delegate also provides feedback to the CBS team in the DRM unit at national office in Oslo and IFRC technical working group for CBS on tools and guidelines and provide recommendations for future developments. Furthermore, the CBS delegate contributes to bottom-up development of tools and standards, and active sharing and contributing to standardization of field-tested and -proven tools developed through context-specific country programme implementation.

Personal qualifications, skills and knowledge:

  • In-depth understanding of relevant technical standards on CBS and the operationalization of those standards in humanitarian projects.
  • Successful and proven experience from building technical capacities of colleagues and partner organizations.
  • English work proficiency is required.
  • French is required.
  • Regional languages an asset.
  • Advanced understanding of the use of innovative tools and approaches in relevant technical discipline, is an asset.

Education:

Higher University Degree in Public Health or Epidemiology technical discipline.

Reporting to:

Deputy Regional Representative Africa. The Deputy Rep is based in Nairobi.

Position is based in:

Nairobi, Kenya. The position is not a familiy post.

Type of contract:

12 months’ contract, possibility of extension.

Other:

The position requires a lot of travelling in the region, therefore the succesful candiate must be willing to travel 50-60 % of the time.
