The Central and West Africa Regional Office (CWARO) located in Dakar, Senegal, supports and provides oversight to NRC’s country programmes in Burkina Faso, Cameroon, the Central African Republic, the Democratic Republic of Congo, Mali, Niger, and Nigeria. NRC’s programmes and advocacy support families affected by conflict in the shelter, food security and livelihoods, education, water and sanitation, camp management, and legal assistance sectors. NRC has over 1,300 employees working on the NRC regional response.

NRC is committed to fulfil its compliance obligations and requirements in order to mitigate risk, increase accountability and improve quality. To facilitate this commitment, the Central and West Africa Regional Office (CWARO) is establishing a Compliance and Risk Management Unit in 2020. The Unit will support Country Management Groups (CMGs) to develop and manage Country Office (CO) compliance programs. Additionally, the Unit holds regional oversight of high-risk compliance issues in COs, with regular analytic reporting to the Regional Management Group (RMG). The Unit is also supporting COs to further implement the new risk management framework tools.

The purpose of this position is to work with the Regional Head of Compliance and Risk Management to establish the department through the development and implementation of a regional risk and compliance management program, including developing capacity building and training, tools, resources, etc. and establishing ways of working with and supporting the Country Management Groups (CMG) and their teams, as well as the Regional Office. This position will have a strong inter-departmental focus, working with Security, HR, Logistic, IT, Finance and Programs on cross-cutting topics.

Duties and Responsibilities

Develop and implement tools and methods to measure and improve compliance in delegated areas of high organisational risk in the region
Provide technical support, advice and capacity building to Country Office staff and management groups on risk mitigation and compliance management
Foster an organisational culture related to risk management, ethics and compliance
Ensure that NRC’s risk management framework are rolled out and support, guide, and advise the Country Offices in CWARO in the implementation of and compliance to the Risk Management Framework
Contribute to the development of adequate compliance, risk management, and quality control mechanisms of NRC operations
Based on NRC’s internal handbooks, policies, and procedures, as well as donor and legal obligations, develop tools and methods for independent, systematised risk identification and mitigation and compliance checks on high-risk issues
Implement compliance checks in countries within the Central and West Africa Region, providing regular reports to the Country Management Group (CMG) and the Regional Management Group (RMG) through the Regional Head of Compliance and Risk Management
Frequent engagement with COs through ‘help-desk’ support on risk and compliance topics
Provide technical support for CO-level compliance staff, including supporting on recruitments, work and development plan, capacity building, day-to-day support, appraisals, etc.
Provide specialist technical support, advice and guidance to CMGs and CWARO to strengthen their risk identification and mitigation and compliance management efforts through the development of tools and methods, technical support and sharing best practices
Contribute to the contextualisation of new policies and procedures as well as the embedding of internal control mechanisms

Qualifications

Minimum of 5 years of humanitarian management experience, including an oversight and control role
Relevant experience in the design and implementation of compliance management programs or strong knowledge of multiple departments (programs, logistics, finance, etc.)
Professional knowledge of compliance and risk management
Fluency in English and French both written and verbal
Professional proficiency in French is required
Strong understanding of humanitarian operations
Knowledge of organisational culture, cultural change and change management
Legal educational background is a strong asset
