Regional Construction Advisor

In order to be successful you will bring/have:

Essential
* MA/MSc/MEng or equivalent in Architecture, Planning, Civil or Structural engineering, construction, or another relevant subject, or equivalent field experience
* At least 7 years of professional experience in the built environment field
* At least 5 years’ experience of working in a development / humanitarian context.
* Strong English language skills and ability to communicate clearly in both verbal and written form
* Demonstrable experience in diagnosing organisational challenges and delivering change
* Experience of site supervision and project management for construction
* Strong interpersonal skills and experience of mentoring and coaching staff to achieve their goals
* Advise on international best practice for building regulations for hazard resistance in non-engineered buildings.
* Commitment to, thorough understanding of, and able to train staff in participation and accountability approaches
* Demonstrated ability to set up monitoring & evaluation systems in large complex programmes.
* Proven ability of mentoring and coaching.
* Experience of developing and negotiating successful partnerships with institutional donors
* Ability to write clear and well-argued assessment and project reports
* Excellent communication skills; high level of written and spoken English
* Proven ability to influence change at an operational and strategic level.
* Politically and culturally sensitive with qualities of patience, tact and diplomacy
* The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.

Desirable
* Experience of designing / leading emergency shelter responses.
* Previous experience of Construction project management across multiple locations
* Demonstrated ability to set up learning and development processes for a large team
* Experience of senior level representation, including coordination at national, SAG/TWG or govt level
* CAD Skills
* French, Portuguese, Arabic
* Structural design skills

Role Purpose:

The ESA Regional Construction Adviser will be expected to:
* Implement the Construction Change Process, as per the work plan under the HPO Supply Chain Transformation, providing input and feedback into the change process through work stream lead.
* Provide technical support to programmes involving Construction through review of proposals, advising on quality assurance processes and safe programming for construction.
* Provide technical support to large emergency responses in the region
* Provide change support to other regions, under a deployment agreement

This role will also be expected to play a leadership role, through 360-degree support to colleagues and work to ensure that broader sector coordination mechanisms are functioning effectively. In most circumstances, the post holder will be expected to mentor and/or build capacity both international and national staff colleagues, this includes working with procurement to ensure construction plans/procurement plans are completed collaboratively so that high quality materials, assets, organisations can be sourced and vetted in a timely manner and follow the principles of procurement.

In the event of a major humanitarian emergency, the role holder may be expected to support the deployment of HST, act a backstop, or support short-term emergency response deployment, within limitations of workload.

Contract duration: 24 months
