Although the HIV incidence in the general population 15 years and older has declined by 44% (from 2.5% in 2011 to 1.4% in 2017), the number of new infection remains high (estimated at about 8,400 in 2017[1]). New infections are particularly high among adolescent girls and young women (AGYW) and among men 25 years and older, together these two groups constitute 62.5% of all new infections. The epidemic is driven by a variety of interconnected factors including high unemployment, low economic empowerment, gender imbalance, high level of sexual and gender-based violence, inadequate knowledge of HIV transmission, early sex debut, intergenerational sex and harmful cultural and gender norms. With 56.2% of the population under 25 years, adolescent girls and young women are a critical centre of the epidemic and supporting this group is essential for breaking the HIV transmission cycle and preventing new infections.
The Global Fund to fight HIV, TB and Malaria has approved an HIV/TB grant for Swaziland for the period October 2018- September 2021. Part of the grant focuses on supporting national efforts in HIV incidence reduction among Adolescent Girls and Young Women. A As part of the implementation three high density Tinkhundla (constituencies) areas (Mhlume, Somtongo & Mahlangatja) will be added into the focus areas supported by the Global Fund through Coordinating Assembly of NGOs (CANGO) as a Principle Recipient. These Tinkhundla will receive an additional funding “the catalytic fund” to accelerate HIV prevention efforts among AGYW.
As part of the preparatory phase for grant implementation, a geographic and programmatic scoping is needed in these new focus areas. UNICEF is providing technical support to CANGO to undertake the scoping exercise.
Objectives:
- The scoping study seeks to assess the “landscape” in which implementation of interventions aimed at reducing HIV incidence and vulnerability of AGYW (15-24 years) will be undertaken. This is part of the targeted 5000 teenage mothers, out of school and vulnerable adolescent girls and young women in 20 Global Fund supported Tinkhundla (constituencies).
The scoping will address the following objectives:
- Determine HIV, health, education, social services, GBV response, Justice/Police, community based organizations based in the geographical areas and their scope of work
- Assess existence of income generating projects/initiatives involving AGYW
- Determine social/economic engagements of AGYWs (what occupies their time)
- Assess the extent to which there is community support system that enables AGYWs to access HIV and SRH related services
The consultant is expected to undertake sampled scoping work that responds to the following question:
a)What are the living (socio-economic) conditions in the households in which AGYW live?b)What the schools and health facilities like in terms of AGYW ability to return to school or use existing health facilitiesc)Are there mobile clinics targeting AGYW in the area and how frequent? d) What employment opportunities exist for AGYW? – where are AGYW most likely to work, what sectors; what opportunities are there for self-employment (eg. Catering, tailoring; bead work etc…)e)How mobile are the AGYWs and what the commonest factors that influence their mobility?f)What from the perspective of the AGYWs are the commonest problems/challenges they face?g)What services (health, social, police, justice, community etc) exist with in these areas and who provides these services?h)What civil society services exist in the area?i)Who are the most influential people in the area that would facilitate successful implementation of AGYWs HIV programmes and how might they be brought on board?j)What are the existing social norms that may promote vulnerability to HIV among AGYW in these areas
2) In addition to the scoping in the three constituencies, the consultant will conduct a desk mapping of the state of AGYW HIV prevention in Swaziland with a focus on the existing policy environment, programme results to-date, programme intervention coverage, partnerships & existing capacity to support AGYW programmes, key prevention investments.

To qualify as an advocate for every child you will have…
Advanced (Masters) degree in Public Health, health sciences, Statistics, Demography, Social Science or a related field
Knowledge/Expertise/Skills required:•At least 5 years of proven experience with research and participatory methods, involving adolescents and young people, particularly women.•Work experience in conducting research, analysis, and technical assistance to governments and Civil Society Organizations, in the areas HIV and Adolescent/Youth Sexual Reproductive Health in the Eastern and Southern Africa region.•Proven experience in leading and conducting a health/HIV assessments or research involving AGYW or youth.•Knowledge of the local administrative system is an advantage•Strong writing and analytical skills for quality report writing (a sample of recent analytical report will be requested)•Strong presentation and communication skills in English (fluency required)
