CHAI’s global malaria program provides direct technical and operational support to countries around the globe to strengthen their malaria programs and reduce the burden of this preventable, treatable disease. We support governments to scale up effective interventions for prevention, diagnosis, treatment, and surveillance, with the goals of sustainably reducing the number of malaria-related illnesses and deaths worldwide in the short-term and accelerating progress towards malaria elimination in the long term.

Overview of role:

CHAI is seeking a highly motivated individual to help directly support governments in Southern Africa with the strategic planning, resource mobilization and management support needed to achieve historic malaria elimination. A key focus will be helping some countries transition from donor to domestic funding through optimal resource allocation and increased domestic funding support. Countries to be supported in Southern Africa include Mozambique, South Africa, Namibia, Zimbabwe, Angola, and Botswana, with the potential for work in other sub-Saharan African countries as needed. Base location is potentially flexible within the southern Africa region pending work authorization and approval of CHAI.

The Associate will bring outstanding analytical, problem-solving, organizational, and communication skills and must be able to work independently and have deep personal commitment to producing results. No background in finance or malaria is required, but the Associate will be expected to have a background in management consulting and to be fluent in Excel. Most of all, this position requires resourcefulness, tenacity, patience, humility, and high ethical standards.

Responsibilities

  • Work with national malaria staff and CHAI country teams to optimize and cost national or regional malaria program strategies;
  • Conduct costing, cost optimization, and financial analyses to identify resource gaps and prioritize activities based on cost-effectiveness;
  • Develop new funding proposals in collaboration with national governments;
  • Support governments to meet Global Fund requests and satisfy grant application and implementation requirements for access and distribution of funding for malaria, including budget development and re-programming, quarterly work planning and budgeting at sub-national level, and performance reporting;
  • Support national malaria programs to streamline financial planning, disbursement, and tracking processes to reduce impediments to implementation;
  • Identify key financial and programmatic impediments to goals and work with donors and country governments to devise targeted solutions to address them;
  • Build strong relationships with stakeholders across government, non-governmental organizations and the private sector;
  • Assist government programs to address the long-term sustainability of malaria funding by forecasting future funding gaps, mapping and assessing funding opportunities (both innovative and traditional), and working with Ministry of Health, Ministry of Finance, and other partners, to integrate and/or absorb donor-funded malaria services to achieve lower costs;
  • Collaborate with CHAI country teams, country governments, and domestic and international donors to improve financial and program management structures and processes;
  • Draft presentations and reports for internal and external stakeholders related to malaria financing work in target countries;
  • Facilitate knowledge sharing between country teams in the region to ensure coordination and share best practices;
  • Other responsibilities as needed.Qualifications
  • Bachelor’s degree in Business, Policy, or related field
  • 3+ years of working experience with increasing levels of responsibility and leadership in management consulting, financial services, or other relevant fields
  • High levels of proficiency in Microsoft Excel, Word, and PowerPoint
  • Demonstrated excellent analytical, quantitative, and problem solving skills
  • Ability to oversee multiple work streams simultaneously, to set priorities, and to work independently and flexibly with a strong commitment to excellence in high-pressure situations
  • Exceptional written and oral communication skills
  • Strong diplomatic and interpersonal skills and ability to build relationships in a challenging multicultural environment
  • Willingness to travel up to 50% of the time within Africa
