JOB CONTEXT :

The Women’s Integrated Sexual Health (WISH) programme is a contract from DFID, to be implemented across Africa and Asia. It provides a comprehensive package of Sexual and Reproductive Health and Rights, with a primary focus on increasing the number of additional Family Planning users, alongside reducing maternal mortality and improving access to safe abortion. The WISH Consortium brings together five internationally recognised leading organisations in their field, namely Marie Stopes International, OPTIONS, IRC, HI, along with 11 IPPF Member Associations to deliver the WISH programme in the target areas of intervention.

The operational model is a comprehensive, integrated approach to delivering the four WISH outputs in order to ensure equitable access to family planning and sexual and reproductive health and rights, prioritizing the most underserved women and girls, particularly youth under 20, the very poor, and marginalized populations (including people with disability, people displaced or affected by humanitarian crisis, and people living in hard-to-reach areas).

YOUR MISSION:

Under the direct line management of the WISH Regional Project Coordinator, the WISH Regional Finance Coordinator is part of the coordination team based in Kampala for the “WISH” project implemented in 6 countries.

With the support of the Financial Controller (HQ), he/she has overall responsibility on the finance management: budget and financial planning, close monitoring (of the regional component and each of the 6 countries) and reporting (in coordination with in-country teams). He/she also ensures respect and dissemination of donor guidelines at field level and is in charge of the administrative management of the regional component of the project.

While the position is located in Kampala (Uganda), it might require missions to each of the 6 countries where the project is implemented.

His/her main responsibilities are:

  • Ensure a sound financial management in line with HI internal procedures and donor’s rules
  • Ensure administration of the regional component of the project
  • Ensure compliance with donors’ rules and legal requirements (this includes partners’ compliance)
  • Ensure close coordination with the aim to maintain accurate and updated information for the 6 WISH HI countries and the Regional HUB of WISH
  • Provide support and capacity-building

YOUR PROFILE :

  • You hold an advanced degree in a relevant matter such as Finance, Business Administration,
  • You have at least 3 years of experience overseas in development and post crisis environment in finance and administration management positions.
  • You have strong experience in budget monitoring, financial planning, internal procedures controls, financial risks assessment and financial reporting. The knowledge of Navision is an asset.
  • You demonstrate proven experience on coordination / regional position.
  • You have strong communication and organization skills.
  • You are autonomous, reactive and able to deal with priorities.

CONDITIONS:

  • Starting date : February or March 2019
  • Length of the contract: 30 months**
  • Employee status, according to experience :
  • Salary from 2757 € gross/month regarding the experience of the candidate
  • Perdiem : 467€ net/month
  • Insurances : medical hearth coverage, retirement planning, repatriation
  • Paid holiday : 25 days per year
  • R&R : Level 1 : 1 day per month
  • Status : position open to families
  • Housing : individual taken in charge by HI
