Program Overview:

The five-year READ II project, funded by USAID, will boost the quality of literacy instruction and student support, reaching out to children at risk of failure and dropout caused by cognitive, emotional and physical effects of hunger, violence, and displacement. READ II seeks to better equip teachers with effective early grade reading instruction techniques and materials in seven mother-tongue languages and English, while simultaneously building a culture of reading in the school, home and community.

Position Summary:

 

The Regional Finance Coordinator will be responsible for applying accounting principles and procedures to analyze financial information, preparing accurate and timely financial reports and ensuring appropriate accounting control procedures. S/he will also be responsible for maintaining track of advances, taxes payable to government and ensuring timely payment of these taxes, maintaining cash and bank books.

Reporting & Supervision:

The Regional Finance Coordinator reports to the Regional Director with dotted line reporting to the Director of Finance in Addis office.

Primary Responsibilities:

  • Manages day to day finance operations, including implementing Creative and USAID policies, procedures and systems, reviewing accounts payable documents for proper accuracy and completeness, and liaising with bank on banking issues
  • Performs analysis and review of financial transactions, before effecting payment, in accordance with Creative’s own policies and procedures, laws of the Government of Ethiopia as well as rules and regulations of USAID.
  • Ensure sound internal control procedures are put in place at regional level including implementation of systems and ensuring proper checks and balances to mitigate potential for fraud or improper use of funds;
  • Maintains up-to-date project expenditure tracking and provides updated monthly cost reports and ad hoc reports on financial status of project expenses and budget information
  • Developing and submitting financial reports monthly and when needed;
  • Provides technical assistance to technical and operational team members in preparing activity budgets, preparing their travel advances and travel expense reimbursement reports as deemed necessary
  • Compiles and maintains accounting records, perform necessary reconciliations and monthly closings of books of accounts in accordance with Creative’s policies and procedures.
  • Ensure proper application of government taxes and timely payment of taxes withheld.
  • Keeping abreast of changes at regional level of matters having financial implications and updating the Director of Finance of same.
  • Maintain advance tracking and monitor timely liquidation thereto, submit report monthly.
  • Maintain VAT Tracking and submit monthly report to Director of Finance
  • Liaising with partners, financial institutions and others on financial issues;
  • Coordinate monthly cash flow projections with technical and operational teams and determine cash needs on monthly basis and submit fund requests to Director of Finance on a timely manner.
  • Maintains sound filing system for financial documents at regional office and ensure timely scanning and uploading to Creative’s SharePoint of supporting documents to financial transactions in accordance with Creative’s procedures.
  • Supervise the Finance Officer and perform necessary human resources management functions required of a supervisor.
  • Assisting in monitoring procurement procedures and expenses;
  • Perform other related duties as directed by the Regional Director.

Job Requirements

Required Skills & Qualifications:

  • Bachelor’s Degree in Finance, Management or related field is required; Master’s Degree desired.
  • Must have 5+ years of general work experience, and 3+ years of specific experience related to position with 2+ years of supervisory experience, preferably for a USAID-funded project.
  • Proficiency in Microsoft Office programs, and finance software.
  • Fluency in English and official working language of the region.
