NRC is currently looking for an experienced Regional HR Adviser for its Regional Office in Dakar, Senegal.

Background
NRC’s Central and West Africa Regional Office (CWARO) located in Dakar was moved from Oslo, Norway to Dakar, Senegal in March 2018 and started being operational in the late summer of 2018.
CWARO is overseeing the country programmes in the CWA region, and provides strategic guidance across core programme, advocacy and support functions. The CWA region is composed of Country Offices in Mali, the Central African Republic (CAR), the Democratic Republic of the Congo (DRC), North-east Nigeria, Cameroon and a new country office in Niger and Burkina Faso. All countries are experiencing a deterioration of the security situation, increasing humanitarian needs and displacements numbers due to conflict.
Displacement across the region is fluid and complex. Across the region new displacements occur alongside secondary displacements of people who are trying to return home, but often find themselves unable to reach their place of origin. An increasing number of people across the region live in protracted displacement, and are dependent on humanitarian assistance for survival.
About the Role
The overall purpose of the Regional HR Adviser is to support the region’s Country Offices in the implementation of different HR and administrative systems in accordance with NRC’s policies and guidelines, to be responsible for the recruitment processes for the assigned country portfolio in the the region for international and national appointments from grade 8 and above and to perform quality and compliance control when needed and requested. The role also has a thematic focus on Staff and Duty of Care and will be assigned projects in this regard.
The HR support responsibilities to the countries represent approximately 80% of the work and approximately 20% of the work will be allocated to staff and duty of care initiatives and projects.
The Regional HR Team is composed of 4 positions. The Regional Head of HR to whom the position reports to, a 2nd Regional HR Advisor with a thematic focus on Learning and Development and a HR Coordinator.
Generic responsibilities
- Compliance and adherence to NRC policies, guidance and procedures
- Responsible for recruitment processes of international staff and senior national staff above the
- Coordinator level and all staff at the regional office according to NRC’s procedures and standards
- Provide strategic advice and technical support to the Country Offices in the region on HR
- Support and monitor compliance with the HR handbooks and NRC policies, and respective quality assurances
- Provide control checks to the COs to ensure compliance to the HR handbook, pre-agreed through travel visits to the country offices
- Contribute to the development of policies, strategies, tools and new approaches, with a focus on innovation and piloting
- Ensure that best practices are identified, documented and disseminated both within the region and beyond
- Provide capacity development across Country Offices in the region and the Regional Office
- Provide regular HR analysis and reports
Specific responsibilities
- Be the HR focal point for two, three or more countries in the region (depending on regional programmatic growth)
- Secure timely and optimal recruitment processes in the CWA region and support line managers throughout the recruitment process
- Ensuring relevant HR processes have been completed prior to recruitment (eg updated job design and job descriptions, agreed grading and comps and bens for the position)
- Responsible for planning and conducting HR inductions, HR briefings and HR debriefings of international staff and senior national staff above the Coordinator level in covered Countries
- Support CDs and Regional Head of HR with personnel cases incl. termination of contracts
- Develop or revise relevant training modules and materials to be used in the countries an in the region linked to thematic area of expertise
- Support country offices in procedures related to Duty of Care, Staff Care and Critical Incidents (incl. evacuations, relocations and psychosocial support)
- Provide necessary guidance on routines and policies linked to staff care
- Establish an overview of Staff Care and Duty of Care capacity and compliance in country offices
- Collaborate with HR Global, RHoHR and COs on ensuring necessary training in COs and building capacity of HR staff in COs on Staff Care and Duty of Care
- Responsible for ensuring the implementation and use of NRC People, i.e. NRC’s HR Management
- Information System (HRMIS) in the covered countries of the region
- Support Regional HoHR for on-boarding new staff in the Regional Office including scheduling inductions with various departments
- Carry out other duties of temporary character appointed by the line manager i.e. RHoHR
Scale and scope of position
- Reports to: Regional Head of Human Resources
- Reportees: No line management but technical supervision of HR in COs
- Stakeholders: Eventually Lawyer, Ministry of Labour, Social Security authorities, ect..
- Budgets: None – not a budget holder
- Information systems: Outlook, 365, Agresso and soon NRC people (HRMS)
- Legal or Compliance: HR Handbooks, policies and guidelines
About you
- A Minimum of 3 years’ experience from working as an HR Manager or HR Adviser in a humanitarian/recovery
- Minimum 2 years of experience and professional knowledge in recruitment, including best practices in selection and assessment
- Minimum 1 year of experience in staff relations or staff care and duty of care
- Experience from working in complex and volatile contexts
- Knowledge of the context in the Central and West African region and preferably with field experience in one country at least of this region
- Fluency in French and English, both written and verbal
- Experience with start-up, exit or similar
- Documented results related to the position’s responsibilities
