Context:

Under the overall supervision of the Regional Director (RD) for Southern Africa, the direct supervision of the Senior Regional Resource Management Officer (SRRMO) and with the technical oversight of the Department of Human Resources (HRM) at Headquarters (HQs) and coordination with Manila Administrative Centre (MAC) and Panama Administrative Centre (PAC), the successful candidate will be responsible for policy guidance, monitoring, compliance, capacity building and supporting the human resources functions of the Country Offices (COs) within Southern Africa region and the Regional Office (RO) in Pretoria.

Core Functions / Responsibilities:

Regional HR Support

1.In coordination with the SRRMO, provide guidance to the COs in the region in managing the human resources function.

2.Review contracts and personnel action forms issued for HoO’s in the region and support the SRRMO in reviewing contract extension requests for international staff.

3.Monitor the personnel administration of RO Pretoria staff, for local staff currently performed by CO Pretoria, so as to ensure processes are followed correctly and that documentation is correct.

PRISM HR Administration

4.Ensure timely and regular implementation of the Staff Evaluation System (SES) in the ROand in the CO in the region.

5.Oversee the maintenance of the PRISM HR Module in the COs to keep the information accurate and up-to-date.

6.Support the roll-out/implementation of new HR PRISM updates including eREC.

HR Policy Implementation

7.Assist the SRRMO in implementing IOM’s Human Resources policies, rules and regulations,as well as standards and techniques taking into account the CO activities; and ensure that the COs’ administrative procedures are in place and followed and are in accordance with these practices.

8.Support in the timely and accurate personnel administration and payroll processing of smaller missions and ensure proper documentation with regards to payroll and personnel administration.

9.Assist COs in the implementation of upscaling or downsizing activities in the region in accordance with HR policies.

Recruitment and Talent Management

10.Coordinate the recruitment processes in the region and in the RO, in close liaison with the SRRMO, and provide support to the missions in fulfilling the appropriate staff and non-staff vacancy needs and ensuring relevant recruitment procedures are effectively and swiftly applied.

11.Coordinate staff trainings in the RO and in the region, in close coordination with the SRRMOand Staff Development and Learning Unit.

12.Assist in training staff in the region in the relevant areas of human resources management including PRISM HR.

Reporting

13.Assist in the preparation of reports that may be required in coordination with the SRRMO, RD or HRM.

14.Ensure the regular updating of the country offices and the ROs organigrams/ staffing table and contact lists.

15.Assist in tracking and monitoring gender balance regional statistics, planning for gender target achievements and assisting Chiefs of Mission in the implementation of IOM’s Gender Policy.

16.Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s Degree in Human Resource Management, Business Administration or related field of study from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience in human resources management and administration;

• Experience in providing HR advice to directors, managers, and staff members;

• Working experience in administration and all facets of HR, Talent acquisition, talent management, administration of staff contracts and entitlements, training programs, interpretation and implementation of staff rules and regulations, and development of HR guidelines;

• Experience in HR Management in the UN Common System or other comparable international organization is desirable;

• Experience with Enterprise Resource Planning (ERP) systems is desirable.

Skills

• Proven strong skills in the analysis of staffing statistical information;

• Ability to prepare clear and concise reports, and effectively coordinate human resources and administrative activities;

• High level of computer literacy. Good knowledge of MS Office. Knowledge of SAP is a distinct advantage;

• International HR experience in other UN Agencies is an added advantage.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

Context:
