Organization Description:

Village Enterprise is an innovative microenterprise development organization working in East Africa to reduce poverty with the following mission – “To end extreme poverty in rural Africa through entrepreneurship and innovation.” Village Enterprise provides business training, seed capital grants and mentoring to entrepreneurs living in extreme poverty.

Position Overview:

The Village Enterprise Regional Manager for Compliance and Procurement is a self-motivated, results-oriented person with a high level of integrity and professionalism. This person must have a strong accounting background, good attention to detail and the excellent collaboration skills.

Job Description:

Key Result Areas

  4. Internal Control Maintenance

Procurement

  • Lead in the creation of a comprehensive Procurement Policy that outlines procurement processes, approval and required documentation
  • Actively maintain and update Village Enterprise’s approved vendor lists
  • Conduct Procurement Policy training for Village Enterprise staff
  • Supervise the periodic (no less than once per year) updating of the field staff transportation stipend schedules
  • Supervise the annual updating of Village Enterprise’s Staff Travel document, including re-certification of Approved Hotels

Risk Management / Safeguarding

  • Strengthen the mobile money process to provide improved financial safeguarding for Village Enterprise grant disbursements
  • Work with the Human Resource Coordinators to ensure that an authorized driver list is maintained and current for Village Enterprise vehicle use
  • Lead in the development of a Village Enterprise Vehicle Policy, including guidelines for vehicle use, mileage tracking and project billing
  • Embody the spirit of the Village Enterprise Code of Conduct and actively promote a culture of intentional safeguarding throughout the organization

Policy Compliance

  • Responsible for the annual update of the Village Enterprise Field Finance Manual, provide staff training on financial policies/processes and ensure compliance
  • Conduct spot checks and internal audits of Village Enterprise policies to determine compliance levels, identify and address areas requiring process improvements
  • Supervise an annual review/update of the Village Enterprise Authorization Matrix and provide staff training around matrix revisions

Internal Control

  • Review and approve reconciliations for all Village Enterprise bank accounts on a monthly basis
  • Ensure the segregation of duties among finance staff in each field office
  • Conduct a comprehensive review of monthly NetSuite transactions and provide feedback to each Country Finance Manager
  • Supervise an annual inventory count of Village Enterprise assets
  • Ensure time sheets are being properly recorded and approved within the HRMIS to facilitate accurate project billing

Qualifications

  • Bachelor Degree in accounting, business, finance or commerce from a recognized institution
  • Proficiency in cloud based software applications; experience with NetSuite preferred
  • Excellent Excel skills
  • A minimum of three (3) years’ work experience in a management role
  • Familiarity with a multi-cultural work environment desired
  • Proven ability to work independently and achieve results
  • Authorization to work in Kenya, Uganda or Rwanda
